(Canada-China Symposium on Managing Ethno-Cultural Diversity Held in Kunming)

Canada-China Symposium on Managing Ethno-Cultural Diversity, as an integral part of the IUAES 2009, was held in Yunnan University, Kunming China on July28-29, 2009. The theme is comparisons of approaches to multicultural diversity. This symposium is co-organized by Dr. Jean Lock Kunz (Policy Research Initiative, Canada) and Professor DU Fachun(Institute of Ethnology and Anthropology at Chinese Academy of Social Sciences(CASS), sponsored by the Department of Foreign Affairs and International Trade Canada, and supported by the Canadian Embassy in Beijing.

A congratulation remarks from Mr. Jeff Nankivell, Minister, Canadian Embassy in Beijing, was presented by Dr. Jean Lock Kunz in the opening ceremony. In which, Minister Nankivell extended his warm welcome to this symposium and thanks for scholars’ participation in this timely event, which brought to frui-tion by the two joint organi-zers, Chinese Aca-demy of Social Scien-ces and the Policy Resear-ch Initiati-ve. The Cana-dian Embassy in Beijing is plea-sed to support this initiative through Canadian Studies Deve-lopment Pro-gram.

Minister Nankivell point-ed out that the symposium draws together respected scholars from universities across Canada and China, has great significance on two fronts: first as a concrete expression of the growing volume and high calibre of scholarly and academic exchange between Canada and China, and second because the issues that participants will discuss in the following two days are of profound importance to our respective countries’ futures. From the governance of diversity to social and economic integration and intercultural communication, this Symposium’s topics of focus encompass tough, challenging and persistent issues with which governments and societies from all over the world must grapple. There is a great deal that Canada and China can share on these subjects. And with the growing economic and social ties linking countries on a global scale, concerted approaches in tackling these complex issues have become essential.

Minister Nankivell emphasized that the Canadian Embassy looks forward to working with participants to build stronger ties and to deepen the Canada-China relationship. He hopes a very productive Symposium and continued success in future exchanges. It is through such collaboration that research is shared, perspec-tives are broden-ed and progress is made.

Mr. WU Jin-guang, Vice Director-General, Bureau of International, State Commis-sion of Ethnic Affairs PRC, delivered the opening remarks on behalf of the Chinese side. He said that diversi-ty is the basic characteristic of the Chinese tra-ditional culture.

The intangible cultural heritage maintained by the minorities in China represents their diversity of culture in a whole. It is the Chinese Government’s historic mission to protect the intangible cultural heritage maintained by the Ethnic peoples, to safeguard the spiritual homeland of the diversity culture of Chinese people. Chinese government has done a lot of work effectively to achieve the goal. June 11 to 12, 2009, the State Council PRC held the first working conference on the National Ethnic Culture. Before the conference, Chinese Premier Wen Jiabao chaired the Standing members’ meeting of the State Council, in which “Suggestions on Further developing the Ethnic Cultures” has been proposed and agreed with in principle. The “Suggestion” is a guideline paper for Chinese Government to administrate the affairs on Ethnic diversity of culture in a certain period in the future. WU Jinguang mentioned that the State Commission of Ethnic Affairs in China organizes a national Ethnic Performance every 4 years; holds a national traditional ethnic sports meeting every 5 years. These two events are the leading practice for the protection of ethno-cultural diversity. As a governmental institution, we will continue to take effective measures and to make policies to protect and develop the colorful ethnic cultures in China.

Five prestigious scholars delivered their keynote speeches by Dr. James FrideresProfessor of Socio-logy, University of Calgary, Canada: “Ethnic Identity in the 21st Century” ; Dr. Peter S. LiProfes-sor of Sociology, University of Saskat-chewan, Canada): “Approach to Ethnic Diversity: Canada and China Compared”; Dr. Carlo J. Krieger (Luxembourg Ambassador to China): “Cultural Intervention at Work: Two Examples from Native North America”; Dr. Paul S. MaximVice President, Wilfrid Laurier University, Canada: “Aboriginal and Minority Education Policy in Canada and China: Common Challenges”; Dr. Jean L. Kunz (Policy Research Initiative, Canada): Facilitating the Integration of Immigrant Students In Canada: Implications For Migrant Students In China.

There are six panels that covered a range of topics that were highly relevant for both countries including governance of diversity, social and economic integration of migrants, education and identity formation, issues of shifting ethnic identification, intercultural communication etc, each of which one of the Canadian delegates with two of the Chinese participants.

This symposium further establishes Canada’s reputation as an innovator in policies. Scholars from both countries mentioned that Canada is known internationally for its approaches to multicultural diversity, which is an implication to the Chinese context. This event examined emerging trends in ethnic relations in the two countries and identifies effecti-ve approaches to ethnic rela-tions. Participants pointed out that Canada and China are both culturally diverse in terms of ethni-city, culture and language. How-ever, the nature of those ethnic groups differs greatly between the two coun-tries. Canada's diversity consists mainly of three forces: aboriginal peoples, the English and French Charter groups, and other immigrants, most of whom reside in large urban areas. Especially over the past three decades, Canada has in place a suite of policies and legislations that ensure the full social and economic participation of all Canadians regardless of their cultural backgrounds. In comparison, China's diversity comes from centuries of settlement, consisting of 56 ethnic groups where 91% are of Han majority. As the largest developing country in the world, China is developing policy measures to bring ethnic minorities to the mainstream society. Currently, creating harmony and cohesion in a multi-ethnic society is an issue important to China.

Over 50 individuals participated in this symposium, 20 of which came from Canadian Universities and institutions, including University of Calgary, University of Saskatchewan, Wilfrid Laurier University, Université du Québec à Montréal, University of British Columbia, Simon Fraser University, Univer-sity of Toronto, Ryerson University, Athabasca Unversity, Policy Research Initiative, Plateau Perspec-tives (International NGO in Montreal) etc. There were  four scholars from Luxem-bourg, USA, Malta and Brazil. Chinese attendees came from Minzu University of China, Northern Minzu University, Tianjing Normal University, Liaoning Normal Univers-ity, Fudan Universiy, Beijing Institute of Tech-nology, Beijing Educa-tional Examinations Autho-rity, Hunan Business College, Nanjing University of Finance & Economics, Yunnan Minzu Univeriy, Yannan Normal University, Qinghai Minzu University, etc.

This event is a follow-up program of Canada-China Symposium on Social Inclusion and Economic Development, which was held on December 13-14 of 2006 in Beijing Chinaco-organized by the IEA/CASS and the Policy Research Initiative(PRI) Canada. During that event, the topic of cultural diversity generated great interest.

=>2.  渥太华大学曹沪华博士的文章《多元文化搭设族群平衡木》值得一读( A Readable Article Multiculturalism as the Ethnic Balance Beam” by Dr. Huhua Cao at University of Ottawa

Dr. Huhua Cao at University. of Ottawa published an article on Canada's multiculturalism and its reference to China's ethnic issues. It is a very good article to share with Canadianists in China, especially who are studying Canadian multiculturalism and ethnic policies. The following is its abstract  and the whole text in Chinese is attached.

   (Secretariat of ACSC)

Multiculturalism as the Ethnic Balance Beam

This article describes the implementation of Canada's policy of pursuing multiculturalism as a means of establishing peaceful coexistence among different ethnic groups. It posits Canada as a relevant and promising example for issues of ethnicity in China. The author stresses that China's 5000-year history of civilization was created by the efforts of its different ethnic groups. Therefore the recognition and protection of ethnic minority culture in China is in fact the recognition of the country's 5,000 years of civilization, as well as the understood universality of the awareness, protection, and pursuit of human rights. Regardless of the size of an ethnic group, it should have the same rights before the law as any other ethnicity. With Beijing's 2008 Olympic Games, China has shown to the world it is a powerful, important country in the global economy, as well as the global polity. As such, the Chinese government has the ability and the responsibility to include different ethnic minority groups in the development process and ensure the protection of their culture.

In 1938 when World War Two continued, Peking University, Tsinghua University and Nankai University, the top three Chinese institutions of higher learning, were forced to move to Kunming and formed the National Southwest Affiliated University (NSAU). NSAU was considered as the most prestigious and largest university in China at the time where a large number of top Chinese scientists and scholars were educated. When the war came to an end, Peking University, Tsinghua and Kankai moved back to Beijing and Tianjiang while the Teachers College of NSAU remained in Kunming. The Teachers College of NSAU was the predecessor to Yunnan Normal University (YNNU).
