=>1. 2010年中加社会包容政策与实践学术研讨会预备通知

和谐社会中的公共政策体现社会公平和社会包容的价值和原则,旨在消除社会排斥，建立更加包容的社会制度。社会包容政策以人类价值和公民权利为基础，强调在人力资本投资、劳动就业、社会保障以及福利服务方面重视社会包容和多样化管理，尤其是对弱势和边缘人群的社会包容和多样化管理，实现不同阶层、职业、民族（族裔）、性别、信仰和文化群体之间的平等和社会团结。由山东省公共经济与公共政策研究基地、山东大学哲学与社会发展学院和加拿大不列颠哥伦比亚大学社会工作学院联合主办的“中加社会包容政策与实践学术研讨会”将于2010年12月10-12日于山东济南山东大学召开。本会议得到加拿大政府和山东大学的资助。加拿大不列颠哥伦比亚大学、麦克马斯特大学的专家学者将参加会议。特邀请您作为正式代表参加会议，请拨冗莅临。现将有关事宜通知如下：

一、会议地点：济南市山东大学（中心校区）邵逸夫科学馆报告厅

二、住宿地点：山东大学学人大厦（中心校区，山东省济南市山大南路27号）

三、会议日期：2010年12月10-12日（10日报到，11-12日正式会议，13日返程）

四、会议主题：中国与加拿大社会包容政策与实践

研讨子题：

1、社会包容理念与政策

2、社会排斥与弱势群体权益保护

3、普惠型社会福利权

五、会议代表：

1.会议代表预计60人。其中主办单位将分别邀请中国和加拿大社会政策和社会工作领域的专家和学者20人作为会议特邀代表，并安排大会专题发言。

2.请特邀代表按照会议主题和子题撰写论文，与2010年11月1日前提交会议论文摘要，并于11月20日前提交论文全文；将由会议筹委会负责印制论文集，并安排大会发言。

3.会议期间主办单位向特邀代表提供膳宿和往返旅费；对其他代表提供膳食，不收会务费。

=>2. 楚雄师范学院外语系高霞副教授开设全校公选课《加拿大概况》

从2010年9月1日起的新学期，中国加拿大研究会会员、楚雄师范学院外语系高霞副教授开设全校公选课程《加拿大概况》，来自初等教育、地旅、高等职业技术、化生、计科、经管、数学、体育、物理、艺术、政管、中文等12个系及学院的120名2009级同学选了该课程。高霞用图文并茂的方式分别从自然地理、早期居民、新法兰西时期、英属北美时期、建国历程、二战后的发展、多民族和多元文化主义、教育、社会保障与福利、文化艺术、加拿大留学等专题向同学们介绍加拿大，同时也介绍一些加拿大相关研究的方法。《加拿大概况》的总课时为36学时，每周2课时，考核方式为学生就自己的专业方向与该课程结合进行探究，并撰写学期论文。这是楚雄师范学院首次开设加拿大相关研究的课程，高霞老师开课以来，同学们听课认真，互动积极，课堂气氛活跃，效果良好。

=>1. 中国加拿大研究会第十三届常务理事会纪要（2010年9月5日·北京）
一．评审出中国加拿大研究会第二届中国加拿大研究优秀学位论文。本次学位论文评审规定的时限是2006年7月1日至2010年6月30日期间获得博士学位或硕士学位的加拿大主题的学位论文。申报截止日期2010年7月10日。共收到申报论文30篇，其中博士学位论文6篇，硕士学位论文24篇，法文撰写的2篇，时限不合的7篇。经过严格的评审和中国加拿大研究会第十三届常务理事会第三次会议终审投票，评选出优秀博士论文2篇，优秀硕士论文8篇。获奖名单和论文题目如下：优秀博士论文： 1. 董宜坤（北京外国语大学）：《从“中央王国”到“迷失王国”：1970年后加拿大对华政策的延续与变革》（From Middle Kingdom to Lost Kingdom: Continuity and Change In Canada’s Policy Towards China Since 1970） 2. 袁霞（苏州大学）：《反抗与生存——玛格丽特•阿特伍德作品的主题研究》（Resistance and Survival——A Thematic Study of Margaret Atwood’s Works）优秀硕士论文： 1. 葛音（山东大学）：《论英帝国枢密院司法委员会对加拿大联邦制的影响》（The Impact of the Judicial Committee of Privy Council on Canadian Federalism 2. 李军胜（四川外语学院）：《孤立主义：加拿大民族冲突的缓和》（Isolationism: Alleviation of Conflicts Among Ethnic Groups in Canada） 2. 贺建涛（福建师范大学）：《特鲁多时期加拿大官方发展援助（ODA）研究》（The Research on Canada’s ODA During the Trudeau Years） 4. 米开会（武汉大学）：《加拿大外交与苏伊士运河危机》（Canadian Diplomacy And The Suez Crisis） 5. 司维（辽宁师范大学）：《加拿大一所中学华人学生的跨文化适应性调查》（Cross-cultural Adaptation: A Survey of Chinese Students in a Senior High School of Canada） 6. 王海林（南京师范大学）：《玛格丽特·阿特伍德诗歌主题研究》（The Thematic Study of Margaret Atwood’s Poetry） 7. 杨柳（北京外国语大学）：《魁北克女性的平静革命》（Le mouvement des femmes au Québec depuis la Révolution tranquille） 8．张冬梅（南京师范大学）：《<使女的故事>的生态批评解读》(An Ecocritical Approach to The Handmaid’s Tale) 获奖论文作者将由中国加拿大研究会在第十四届年会闭幕式上颁发获奖证书和象征性的奖金，不参加第十四届年会的获奖者由获奖者现在工作单位的加拿大研究中心领导代为领奖。二、常务理事会听取北京外国语大学加拿大研究中心主任龚雁关于第十四届年会筹备情况的汇报。第十四届年会暨国际学术研讨会定于2010年10月28－30日在北京召开，由北京外国语大学加拿大研究中心承办。大会主题为“传承与发展：21世纪全球化背景下的加拿大和中国”。截至2010年8月底，已有117人提交了论文，有92人确认参会。在提交的论文中按学科分类，有关加拿大外交政策和中加关系7篇、加拿大经贸政策与中加贸易关系5篇、加拿大环保政策与中加环境保护合作14篇、加拿大民族问题与多元文化主义15篇、加拿大公共政策与社会政策/法律16篇、加拿大教育、艺术、新闻的20篇、加拿大历史3篇、加拿大文学与语言33篇，其他4篇。本次常务理事会讨论和确定了会议时间、地点、议程、会务费、交通资助、会议论文、文化考察等事项。 1．开会时间：2010年10月28－30日，10月28日（周四）8:00－22:00报到；29日（周五）开幕、主旨发言和分组讨论；30日（周六）分组讨论、优秀论文颁奖仪式、会议闭幕；31日（周日）代表离会，或自费参加文化考察（奥运专线或长城一日游）。 2．会议地点：北京外国语大学。会议住宿：北外宾馆。座落在北京外国语大学校园内，位于西三环北路，附近聚集了各大高校，交通方便，周围景点有颐和园、圆明园等。 3．会务费：600元，除加拿大研究会顾问和主旨发言人外，原则上所有参会代表都要交。研究生和在京不住宿的代表减半为300元。 4．交通资助：对于2008－2009年向中国加拿大研究会提交过中心工作报告的加拿大研究中心，原则上给予交通资助，每个中心资助1人的往返火车硬卧。 5．会议论文：出席会议的人员除中国加拿大研究会顾问外，均需提交论文摘要并尽可能提交完整论文。本届年会不专门出版论文集。北京大学加拿大研究中心从年会论文中挑选优秀论文收入《加拿大研究》出版。三、讨论了中国加拿大研究会秘书处固定在北京办公的可能性、重新统计中国的加拿大研究中心等事宜。 1．根据加拿大驻华大使馆的建议，会议讨论了学会秘书处今后固定设在北京的可能性，会上因意见尚未完全统一，大家建议待14届年会期间再讨论决定。 2．鉴于国内一些加拿大研究中心已经名存实亡，常务理事会决定，对连续两次未参加研究会年会、连续四年与研究会没有任何联系、连续四年没有开展任何加拿大研究活动的中心给予除去警告，至下一届年会仍无联系者，从中国加拿大研究会的加拿大研究中心名单上除去。四、听取冯建文会长关于出席亚太地区加拿大研究会（PANCS）2010年年会暨研究生论坛的汇报，讨论了加强与国际加研会的联系和合作事宜。 1．亚太地区加拿大研究会（PANCS）2010年年会暨研究生论坛于2010年6月26日至6月28日在以色列耶路撒冷召开，冯建文会长出席了会议。亚太地区加拿大研究会目前有六个会员单位，分别是澳大利亚－新西兰加拿大研究会、中国加拿大研究会、印度加拿大研究会、以色列加拿大研究会、日本加拿大研究会、韩国加拿大研究会。该会每年在一个会员学会所在国家召开一次年会，同时举办一次亚太地区加拿大研究研究生论坛。该会受国际加拿大研究理事会和加拿大政府的支持与资助，这样地区性加拿大研究合作组织还有欧洲加拿大研究会和拉丁美洲加拿大研究会。亚太加拿大研究会2011年的年会及研究生论坛将在韩国首尔召开。2012年的年会及研究生论坛将在中国举办，届时和中国加拿大研究会的第15届年会同时召开。 2．常务理事会决定，中国加拿大研究会将继续和国内有影响的专业学术期刊和大众传媒合作，加强在中国宣传加拿大研究。同时，加强与国际加拿大研究会（ICCS）的合作并多向其供稿，在国内多宣传国际加拿大研究会的项目。中国加拿大研究会秘书处 2010年9月5日，中国加拿大研究会第十三届常务理事会在北京召开了第三次全体会议。出席会议的有中国加拿大研究会会长、副会长、常务理事和秘书长16人。经过充分讨论和审议，完成了下列工作：处
=>2. 北京外国语大学中加文化教育交流中心成立
中加文化教育交流中心于今年4月在北外正式成立，多伦多大学/维多利亚大学校长古治教授、北外副校长彭龙教授、加拿大驻华大使马大维先生、北京市海淀区教委庞健副主任、北外附校常务副校长王彤博士以及中加文化教育交流中心主任耿力平博士等出席了揭幕仪式。之前，北外校长陈雨露教授会见了加拿大校长代表团并签署关于伦多大学/维多利亚大学在北外附校建立教揭牌仪式进行中两校校长签约后合影学实习基地的协议。这是继去年郝平校长（现为教育部副部长）与古治校长签署的北京外国语大学、多伦多大学大本科生交流协议之后的新的交流协议。中加文化教育交流中心将负责管理这两个校际交流项目，并继续建设加拿大研究资料室（目前已有五千册左右加拿大文学、文化和教育方面的原版图书）。中加文化教育交流中心的宗旨是推动中加学校和学者之间的交流，特别是结合交流的实践研究有关文学、文化和教育方面的课题，进行有现实意义的、互补互益的研究与合作，努力推动中加文化教育方面的研究与合作。“中心”目前的成员包括国内（不局限于北外）和加拿大高校中从事文学、文化和教育研究与交流的教师。欢迎有兴趣加入“中心”或者有意与“中心”合作的同仁和耿力平主任联系（llgeng@yahoo.com）。马大使在揭牌仪式上讲话马大使和彭副校长参观加拿大研究资料室 ------中国加研会秘书处报道

加拿大的渥太华大学正在筹措出版《加拿大学生从多学科视角展望21世纪的中国》一书，中国学生中有硕士和博士论文适合者，也可与该书的编辑联系。下面是英文通知，秘书处有法文文本备索。 -------中国加研会秘书处 CALL FOR PAPERS FOR A NEW BOOK “China in the 21^st Century: Multidisciplinary Perspectives from Students in Canada” University of Ottawa Press Main Editor: Dr. Huhua Cao http://www.geography.uottawa.ca/prof/cao.htm Assistant Editors: Payette (Phd candidate) apaye069@uottawa.ca Matt Gaudreau (MA candidate) mgaud080@uottawa.ca University of Ottawa, Ottawa, Canada This year is the 40th anniversary of the establishment of diplomatic relations between Canada and the People’s Republic of China, which began in 1970, in advance of many Western countries. Today, China is Canada's second most important trade partner by volume, over 3% of the country speaks Chinese languages natively, and people exchanges have become increasingly prominent with immigration being key for Canada and large numbers of Canadians living and working in China. Despite these links, diplomatic relations between the two countries have been distant over the last several years. This book, part of a collection entitled China in the 21^st Century, published by the University of Ottawa Press, aims at bringing together a broad cross-section of students to share their research regarding the latest developments in studies related to China. This volume of the collection is particularly exciting in that the perspectives will typically be from the next generation of scholars, with a different relationship to China (and Canada) than more established authors. It is hoped that this compilation will help to breathe new life into the study of China from Canada, and reassess and reframe issues related to China in the 21th century. For this particular publication, we encourage graduate students (Master and PhD. level) to send in abstracts (followed by full papers) about their research developments or their specific Thesis with regard to contemporary China. Exceptional undergraduate students will also be considered. Papers may be submitted in English or French. This is an excellent opportunity for young academics to undergo a peer review process, publish a paper, and engage in academic activity with fellow China-scholars from across Canada and the world. We look forward to receiving your proposals, and embarking on this important journey with you over the next 8 months. Details regarding potential topics and a full timeline are listed below. October 15^th, 2010: Please e-mail an abstract (including methodology employed) of 400500 words in English or French along with your CV and a brief statement of interest including the importance/originality of your work. 2. October 31^st, 2010: The results of submissions received will be determined, and applicants will be notified whether they will be invited to submit the full paper and undergo a peer review process to qualify for publication in the book “Multidisciplinary Perspectives from Students in Canada” (tentative title). 3. December 31^st, 2010: The full paper of 4000-5000 words is due. Late papers will not be accepted as there is a publication date to be adhered to. 4. March 31^st, 2011: Peer review of the submitted paper will be completed. At this date, the paper will be returned to the author to undergo revisions before publication. 5. April 30^th, 2011: Revised version of the paper is due. It is imperative that the revised paper is returned by this date, as there is a printing schedule to be met. The book “China in the 21^st Century: Multidisciplinary Perspectives from Students in Canada” (tentative title) will be published in late 2011. =>1. 福建师范大学与蒙特利尔大学签订合作协议
近日，福建师范大学（传播学院）与蒙特利尔大学（艺术史和电影研究系）签订了合作协议。该协议计划在三个方面开展合作：1、开展联合研究项目，特别是在电影研究领域开展一些联合研究活动；2、推动教研人员的互访，相互参加对方组织的研讨会或研究活动；3、创建学生交流项目。在该协议的框架下，今年9月下旬，蒙特利尔大学教授、电影教研负责人安德烈·戈德罗（André Gaudreault）将来福建师范大学传播学院讲学，并出席在北京商务印书馆举行的、其法语专著《从文学到影片：叙事体系》中文版的首发式－－福建师范大学刘云舟供稿
=>2. “中加城市移民与民族认同研讨会”在上海召开
中国社会科学院民族学人类学研究所、加拿大研究会（蒙特利尔）、复旦大学加拿大公共政策研究中心联合主办的“中加城市移民与民族认同研讨会”，已于2010年7月5－6日在上海成功召开。两天的会议分别在上海世博会加拿大馆和复旦大学进行。举办这次会议的主要目的，是为了纪念中国和加拿大建交40周年，进一步加强中加两国学者之间在移民、民族认同、社会和经济政策方面的相互面的相互了解，探索未来合作对话的机制。威恩·斯科特先生 7月5日上午，会议在上海世博会加拿大馆隆重开幕。加拿大文化遗产部世博会加拿大馆馆长威恩·斯科特（Wayne Scott）先生首先致辞，欢迎中加两国50余位学者的到来。他说，截至2010年7月5日已有200万人参观了加拿大馆。加拿大研究会执行主任杰克·杰伟波（Jack Jedwab）、复旦大学加拿大公共政策研究中心主任刘建军教授、中国加拿大研究会副秘书长杜发春教授也在开幕式上发言。加拿大研究会期刊部主任莎拉·库威女士（Sarah Kool）主持了开幕式。加拿大原住民成就基金会总裁罗伯塔·詹美逊（Roberta Jameson）女士作了主旨发言。加拿大驻华大使馆公使衔参赞西德尼·弗兰克（Sidney Frank）先生作了题为“加拿大多元文化主义和公民政策”的报告。中国加拿大研究会副会长王昺教授出席会议并主持了专题讨论。罗伯塔·詹美逊女士在两天的会议里，中、加两国学者围绕以下八个专题进行了深入的研讨：中加移民趋势，少数民族和公民权利，移民、少数民族和国家认同，少数民族、民族语言和认同，少数民族与跨国主义，离散与流动，移民和民族政策，中加民族研究合作商谈等。 7月6日晚，研讨会在复旦大学闭幕。复旦大学国际关系与公共事务学院副院长陈玉刚教授、加拿大研究会执行主任杰克·杰伟波等作了总结发言。西德尼·弗兰克参赞加拿大女王大学中国代表处主任、复旦大学兼职教授张志尧博士主持了闭幕式。共有来自加拿大和中国的50余人代表出席了会议，其中来自加拿大20人、中国30人。加拿大代表分别来自魁北克政府、加拿大亚太基金会、加拿大原住民成就基金会、多伦多大学、麦吉尔大学、萨斯喀彻温大学、不列颠哥伦比亚大学、阿尔伯塔大学、渥太华大学、莱尔森大学、蒙克登大学、女王大学、俄勒冈大学、加拿大研究会、加拿大环球时报等。中国代表30人来自国家民族事务委员会、中国社会科学院、复旦大学、浙江省民族事务委员会、浙江社会科学院、浙江大学、山东省民族事务委员研讨会会场会、山东省委党校、中央民族大学、辽宁师范大学、上海大学、上海对外贸易学院等。（中国社科院民族所加拿大研究中心供稿）
=>3. 加拿大女皇大学教授、女皇大学中国代表处首席专员张志尧教授访问哈尔滨工业大学深圳研究生院
7月16日上午，加拿大女皇大学教授、女皇大学中国代表处首席专员张志尧教授到访哈尔滨工业大学深圳研究生院。院长金广君在B栋404会议室会见了客人。金广君院长对张志尧的来访表示热烈欢迎，并就我院的发展情况、办学特色以及即将开展的本科教学项目作了简要介绍。金广君说，学院一直在积极探索适应经济和社会发展的人才培养模式，致力于培养能力强、素质高、富有创新精神的复合型人才。他强调，目前张志尧教授学院正致力于发展本科教学项目，非常欢迎国外院校与我们共同开展多种形式的学术交流与合作。会谈中，张志尧对我院的教学质量和成果给予了高度评价，提出希望以土木工程学科为切入口，在职培训、联合培养以及学者间相互交流等几个方面与我院展开合作。据悉，作为女皇大学在中国的首席代表，张志尧主要负责巩固并协调女皇大学与中国相关院校或机构的已有合作关系，并积极寻求与中国其他院校、政府和机构的合作机会。他热情邀请我院领导、教师赴加拿大女皇大学进行访问，并表示将全力支持双方在科研协作及交流教师与张志尧教授座谈项目方面的合作，努力促进双方的合作伙伴关系。 ------哈尔滨工业大学深圳研究生院李丹报道

2010年7月20 日下午，应中国社科院民族所加拿大研究中心的邀请，加拿大卡尔顿大学社会学与人类学系副教授艾瑞克·亨利（Eric S. =>1.中加联合组织召开“中国与亚洲的移民：实践与政策”国际会议在北京举行（China and Canada Co-organized the International Conference on “Migration in China and Asia: Experience and Policy”）

由中国和加拿大联合组织的“中国与亚洲的移民：实践与政策”国际会议，于2010年5月20-21日在北京圆满召开。这次国际会议的组委会主席由中国社会科学院副秘书长、社会政法学部主任、学部委员郝时远教授和“国际大都市组织”执行总干事霍华德·邓肯博士联合担任。有21位加拿大学者参加了本次会议，他们来自多伦多大学、不列颠哥伦比亚大学、卡尔加里大学、渥太华大学、约克大学、萨斯喀彻温大学、亚太基金会等10个不同的高等学校和机构。

“国际大都市组织”隶属于加拿大公民与移民部，总部设在渥太华，是一个有较大世界影响力的国际组织，汇集了移民与文化多样性研究领域的众多专家，因每年举行一次国际学术研讨会而闻名至今。它已在欧美各主要城市成功地召开了14届国际学术研讨会，其研究和探讨的内容涉及“城市移民的民族文化多样性的保护及相关政策”。

移民问题已经成为了一个国际性的社会经济问题。在中国，以前的移民研究主要关注的是国内从乡村到城市的“流动人口”，现在我国已从传统的移民输出国，变成为新的移民接受国。随着全球化的进程，移民问题及其相关日益引起了包括中国在内的各国政府和学界的关注。

“国际大都市组织”执行总干事霍华德·邓肯博士在开幕式讲话中指出，这次会议是该组织在中国，也是在亚洲召开的第一次国际会议，其意义非常重大而深远。参加此次会议的学者具有广泛的代表性，近90位代表分别来自25个国家和地区，其中，包括北美洲的2个国家（美国和加拿大）、欧洲的11个国家（英国、德国、法国、比利时、挪威、西班牙、芬兰、俄罗斯、罗马尼亚、荷兰、奥地利）、大洋洲的2个国家（澳大利亚、新西兰）、亚洲的10个国家和地区（日本、韩国、泰国、印度、印度尼西亚、新加坡、马来西亚、中国大陆及香港地区、台湾地区）。

中国社会科学院社会政法学部主任、学部委员郝时远教授曾指出：随着我国少数民族人口会越来越多、越来越快地向城市流动。城市人口结构多民族化、文化和生活方式的多样性，都会在这一进程中日益展现出来，相关的适应性及其包括的文化冲突问题也会越来越多。郝时远先生提出的“尊重差异、包容多样”理念，对我们探讨城市移民及其民族文化多样性具有重要的指导意义。

参加会议的近90位学者中，有70位提交了论文。他们分别探讨了移民政策、回归移民、移民的民族文化和企业发展、有技能和无技能的移民、年青移民和国际教育、移民的性别与跨族婚姻、海外华人、多民族的社会认同与社会和谐等8个议题。

移民是快速的城市化进程中一种的重要反映。在东亚和东南亚地区各国的工业化、城市化过程中，都出现了巨大的移民运动。根据联合国国际移民组织发表的《2005年世界移民报告》：2000年全世界共有1.76亿移民，到2005年全球移民人数增加到了1.92亿人。在亚洲，移民人数也从1970年的2,810万人，增加到了2000年的4,380万人。根据中国政府的估算，有超过40万的中国人在国外充当劳工。在亚洲新兴工业化国家中，大量的人口从乡村向城市的迁移、从落后地区向富裕地区的迁移。在都市生活环境中，各种传播媒体、教育、文化和现代通讯事业都在潜移默化地改变着人们的生活方式。对迁移到城市工作的人口而言，就是要尽快适应城市的工作和生活。他们来到城市的目的远非打工——赚钱那么简单，在城市环境中，他们自身所携带的本民族文化和乡村文化必然与城市的主体文化发生一系列的接触和碰撞，这是一个广泛的整合过程。

在实践中，在一个国家中处理好民族多样性和国家统一之间的关系，不是一件简单的事。少数民族移民在迁往城市之后会发生什么样的变化呢？他们还能保留自己的传统文化和独特的认同吗？在很多情况下，少数族裔移民面临着语言能力和工作技能不好等一些劣势，以及子女教育、住房和宗教等方面的问题。在世界上不同的地方，发生民族之间的紧张和冲突的原因，是由于少数民族的期望和心愿未能得到满足。这在多民族的城市中是相当明显的事情。因此，这是一个亟待给予关注的重要问题。

中国社会科学院民族学与人类学研究所副所长黄行研究员在开幕式讲话中建议，国家民委主管的中国人类学民族学研究会与中国社会科学院民族学与人类学研究所联合在适当时机申办“国际大都市组织” 2012年的第17届国际会议。

国家民委国际交流合作司副司长巴莫阿依博士在开幕式致辞中表示，本次会议的议题与国家民委提倡的保护和发展民族文化多样性的政策密切相关。国家民委国际司支持中国人类学民族学研究会和中国社会科学院等机构合作，申办2012年“国际大都市组织第17届大会”，共同推进有关移民问题和文化多样性的研究。

中国人类学民族学研究会秘书长黄忠彩在开幕式致辞中表示，愿意与在座的各国学者一道合作，在共同推进有关移民问题和文化多样性的研究，为建设更加文明、公正的和谐社会作出我们的不懈努力。

本次国际会议由中国社会科学院民族学与人类学研究所和“国际大都市组织”联合主办，由中国人类学民族学研究会、中国国际友谊促进会、国际企业人类学委员会、中国都市人类学委员会等4个机构协办。

The international conference on “Migration in China and Asia: Experience and Policy” was held in Beijing from 20 to 21 May, 2010, co-organized by Institute of Ethnology and Anthropology of Chinese Academy of Social Sciences (CASS) and the International Metropolis. The International Metropolis is a forum for bridging research, policy and practice on migration and diversity, which was established in Canada in 1996 with its headquarter in Ottawa. 21 Canadian scholars and researchers attended the conference, who came from 10 Universities and institutions, including University of Toronto, University of British Columbia, York University, University of Saskatchewan, University of Calgary, Université Laval, University of Ottawa, Asia Pacific Foundation of Canada, K-W YMCA Cross Cultural & Immigrant Services, and the International Metropolis (Canada).

The co-chairs of the conference were Prof. Hao Shiyuan, Deputy Secretary-General of CASS and Director of Division of Social-Political-Law, CASS, and Dr. Howard Duncan, Executive Secretary-General of the International Metropolis under Citizenship and Immigration, Canada. The conference convenor was Prof. & Dr. Zhang Jijiao from Institute of Ethnology and Anthropology, CASS，Chair of Commission on Enterprise Anthropology, IUAES. The conference was co-sponsored by other four institutions: China Union of Anthropological and Ethnological Sciences, China Association for Advancement of International Friendship, IUAES Commission on Enterprise Anthropology, CUAES Commission on Urban Anthropology.

In recent years, migration has become a notable international socio-economic issue, which draws attention from the governments and academic circles all over the world. The conference lasted two days with participation of nearly 90 scholars from about 60 different universities and institutions in 25 countries and regions. They included 11 countries of Europe, 10 countries and regions of Asia, 2 countries of the Pacific and 2 countries of the North America. The scholars discussed various subjects concerning the theme of migration issues.

In the welcoming remark, Prof. Huang Xing, Deputy Director of Institute of Ethnology and Anthropology of CASS, expressed his wish that his colleagues are willing to cooperate with all the scholars present at the conference in the researches relating to migration and culture diversity, and demonstrated his institute’s unfailing support for the construction of a civilized, just and harmonious society. He also suggested that the China Union of Anthropological and Ethnological Sciences under the State Ethnic Affairs Commission and Institute of Ethnic and Anthropology of CASS join a bid to hold the 17th conference of the International Metropolis in China in 2012.

Prof. Jan Rath, President of European Commission of Metropolis and Director of Institute for Migration and Ethnic Studies, University of Amsterdam, chaired the keynote speeches. Prof. David W. Haines from George Mason University, the former President of Society for Urban, National, and Transnational/Global Anthropology; Prof. Peter Li from Department of Sociology, University of Saskatchewan, Canada, Prof. Li Chunling from Institute of Sociology, CASS, Prof. Shinji Yamashita from University of Tokyo, Japan, delivered very attractive speeches. They talked about the migration issues in Asian countries and the world, reviewed the past and the present of overseas Chinese, demonstrated the reasons for the changing trends of migration, evaluated the migration policies and looked ahead to the future of the migrants. The conference was divided into 8 panels including: Panel 1: Migration Issues (Labor, Business, Marriage and Education) and Policy in China and Asia; Panel 2: Return Migration: New Developments, New Responses; Panel 3: Migrants’ Labor Market, Ethnic Cultures and Enterprise Development; Panel 4: The Skilled and Unskilled Migration: Experience and Policy; Panel 5: Youth Migrants and International Education; Panel 6: Migration and Inter-ethnic, International Marriage; Panel 7: Chinese Overseas or Chinese Diaspora; Panel 8: Multi-ethnic Society, Identity and Social Cohesion.

About 70 excellent papers were presented and the participants expressed their views, raised their interesting questions and exchanged their ideas and opinions. As a result, an academic network of research on migration in China and Asia is making up.

内蒙古大学加拿大研究中心主任魏莉副教授于2010年5月28日至6月4日在加拿大康戈迪亚大学参加了“2010年度加拿大人文社会科学学术大会”，并在“全加拿大大学和学院英语教师总会”的年会上全文宣读了英文论文“以虚构和事实重新定义家庭与友谊：加拿大华裔作家崔维新的创作方法与选择。”加拿大人文社会科学学术大会是加拿大学术界一年一度的学术盛会，汇集各大学和学院人文社会科学领域里的学者进行学术交流。魏莉老师提交的论文通过严格盲审之后，受到本届大会主席多伦多大学Heather Murray教授的特别邀请在会议上宣读论文。会议期间，魏莉老师又与康戈迪亚大学、渥太华大学、卡尔顿大学、多伦多大学等学者交谈和交

From May 28 to June 4, 2010, Prof. Wei Li, Director of Canadian Studies Center at Inner Mongolia University attended Canada’s 2010 Humanities and Social Sciences Congress at Concordia University, and read a paper in English “Redefining Family and Friends by Fiction and Facts: Wayson Choy’s Ways and Choices” at the Association of Canadian College and University and Teachers of English (ACCUTE) Conference. In the Canadian academia, the Humanities and Social Sciences Congress is an annual, grand gathering of all scholars in the humanities and social sciences from Canadian universities and colleges for academic exchange. After her submitted paper went through a strict blind Prof. Wei Li was reading her paper vetting process, Professor Wei was invited as “an eminent scholar” by ACCUTE President Heather Murray, Professor of English at the University of Toronto to present it. In the wake of the conference, Professor Wei conducted conversations and academic exchanges with scholars from Concordia University, the University of Ottawa, and the University of Toronto, etc. She has obtained novel ideas, established fresh academic ties, and laid a new foundation for the future development of the Canadian Studies Center at Inner Mongolia University.

=>1. 中国加拿大研究会会长冯建文教授代表学会出席国际加拿大研究理事会2010年年会（The President of the ACSC Participated in the 2010 Annual Meeting of the ICCS）

国际加拿大研究理事会2010年年会于5月27日至28日在蒙特利尔召开，理事会会员和观察员以及理事会秘书处约40余人出席了会议，会后所有参会人员一起出席了在康科迪亚大学举办的“老龄化社会及挑战”的国际学术研讨会。中国加拿大研究会会长冯建文教授代表学会出席了理事会年会并参加了之后的研讨会。

理事会审议并通过了理事长的工作报告以及相关的决议文件。留任理事长Remie教授正式离任，美国南加州大学政治学教授Patrick James教授当选为新一届候任理事长，将按惯例于次年开始两年的任期理事长及一年的留任理事长。

理事会通报了2009年各国加拿大研究的进展情况，总结了取得的成就和各国开展加拿大研究的特色。中国加拿大研究会2009年在加拿大研究出版、研究、项目、活动等方面取得了显著成绩，受到理事会的肯定和各国加拿大研究会的称赞。其中有一些活动以其首创性和突出特色受到大家关注，如200年11月在南京举办的纪念白求恩在华殉职70周年的加拿大文化周。

加拿大国际事务部的代表Jean Labrie先生到会论述了对加拿大研究的资助等问题，对国际加拿大研究提出了进一步的明确要求。由加拿大国际事务部立项资助的加拿大研究项目一直广受各国加拿大研究学者的关注，2009年我国通过各地

一直负责国际加拿大研究理事会电子通讯的Guy Leclair教授离任履新，大家对他的杰出贡献致以衷心的感谢。

会议期间亚太加拿大研究会（PANCS）举行了会议，议定2011年年会将在韩国首尔召开，2012年年会将由中国加拿大研究会举办，届时将和中国加拿大研究会第15次年会同时进行。

The International Council for Canadian Studies(the ICCS) held its 2010 annual meeting in Montreal from May 27 to 28, 2010. All the Council members, as well as the observers, participated in the meeting and they also participated in the International Symposium on the Ageing Society and Challenges held in Concordia University. Professor Feng Jianwen, President of the ACSC, participated the meeting and the symposium on behalf of the ACSC.

Professor Ertler, President of the ICCS, made the working report of the ICCS which was adopted, together with some other documents, by all the council members. Professor Remie, Past President of the ICCS, retired from his post and Professor Patrick James from Southern California Univeristy was elected the new president-elect of the ICCS. According the ICCS regulations, he would be President of ICCS next year and Past President after two years of his presidency.

Canandian Studies in 2009 in each country were reported at the meeting, with their respective outstanding characteristics. The ACSC was praized by both the ICCS and its members for great achiements it has made in 2009 in such aspects of Canadian Studies as publication, research, projects and activities, among which the Canada Week on Dr. Bethune held in Nanjing in November 2009 has brought a significant impact on Canadian Studies in China.

Mr. Jean Labrie, representative of the Department of Foreign Affairs and International Trade, Canada(DFAIT), attended the meeting and related some important issues on Canadian Studies, including financial assistance for Canadian Studies by the DFAIT, and further requirements for Canadian Studies projects and activities were made in his speech. In 2009, the number of the Canadian Studies projects and activities in China supported by the DFAIT was once again among the top in the world.

Professor Guy Leclair left his post in the ICCS and would have new charges, and all the meeting participants showed their great thanks to him, on behalf of all the Canaidanists all over the world, for his tremendous contributions to Canadian Studies in those many years.

The Pacific-Asian Network for Canadian Studies(PANCS) held a meeting and made the decision that its 2011 annual meeting be held in Seoul, Korea，and the 2012 annual meeting be held by the ACSC in China, together with the ACSC’s 15th National Conference.

=>2. 西南政法大学刘艺副教授为行政法学院硕士研究生做了一场关于加拿大行政法的讲座（Associate Prof. Liu Yi gave a Lecture on Administrative Law of Canada to Graduate Students at School of Administrative Law, Southwest University of Political and Science）

2010年6月7日晚西南政法大学刘艺副教授为行政法学院硕士研究生做了一场关于加拿大行政法的讲座。为了增强大家对加拿大的了解，刘艺博士首先对中加两国进行了对比性介绍。接着以公法为例，向大家介绍了加拿大法律制度特点。加拿大的行政法既不同美国行政法也不同于德国行政法，而具有一种非典型的混合性特征。加拿大行政法学的特点则表现在实务取向、部门取向、规制取向等三个方面。作为2009年SACS项目资助学者，刘艺博士访问过加拿大从东部到西部的六所大学法学院，她用图文并茂的方式向同学们介绍了加拿大几所著名法学院的公法教育及加拿大行政法学界的杰出代表及其研究成就。该校美国行政法专家杨明成副教授、德国行政法专家徐以祥教授、罗军老师、陆伟明主任、邓毅博士受邀为讲座点评专家。 Prof. Liu Yi giving a lecture 讲解结束后，各位专家对刘艺博士的讲座进行了点评。各位专家建议同学做比较法研究时视野应更广阔，像南非、加拿大、印度这样的国家也非常值得我们学习。讲座结束后，同学争相提问。刘艺一一回答了大家的问题，并与嘉宾、同学们合影留念。 --------中国加研会秘书处报道

On June 24, 2010, Associate Prof. Liu Yi gave a lecture on adminis-trative law of Canada to graduate students in Multifunctional Hall of Shapingba Unit of Southwest University of Political and Science. The lecture consisted of five parts, namely, Differences and Si-mimilarities between Canada and China: Characteristics of Canadian Legal Sys-tem from the View of Public Law, Features of Canadian Admini-

Teacher Lou Jun , Prof. Xu Yiyang, Dr. Liu Yi, Prof. Yang strative Law and Merits

Mingchen, Dr. Dengyi and Teacher Loujun and Dr. Lu Weiming of Canadian Adminis-trative Law Study. Doctor Liu was one of 2009 SACS Scholars visiting six law schools of Canadian universities and in the last part of her lecture she introduced by showing many pictures the general information of public law education in Canada and several well-known scholars and their achievements. Her informative and inspiring speech was well received by the audience. Prof. Yang mingchen, Prof. Xu yiyang, Doctor Lu Weiming, Doctor Dengyi and Teacher Loujun attended the lecture and gave some comments. As American administrative law expert, Prof. yang confirmed that Doctor Liu had attained the first achievement in the study of Canadian administrative law. From a German law researcher’s perspective, Prof. Xu encouraged students at SWUPL to think about Canada as one of their objects of studies besides Germany and U.S.A. After Dr. Liu finally answered questions raised by the enthusiastic students, guests attending the lecture took a photo with her.

=>3. 楚雄师范学院外语系高霞副教授开设加拿大研究专题讲座（Associate Professor Gao Xia Gave Courses on Canadian Studies at Foreign Languages Department, Chuxiong Normal University）

2010年6月9日（农历二〇一〇年四月二十七），中国加拿大研究会会员、楚雄师范学院外语系高霞副教授为外语系2007、2008级英语专业的同学做了题为《加拿大英语的形成和发展》讲座。高霞老师从加拿大特有的历史、政治、经济、文化传播、地理位置、自然环境、移民、多元文化政策和教育等方面分析了加拿大英语的形成和发展，比较了加拿大英语在语音、词汇、语法等方面和英国英语、美国英语的联系和区别。

6月11日，高霞老师又为2008、2009级英语专业和对外汉语专业的同学做了《大学生科研课题申报与加拿大研究》的讲座，高霞老师向同学们介绍了大学生科研课题申报的意义、加拿大研究的方法及分别适合英语专业、对外汉语专业同学研究的方向。

楚雄师院外语系同学平时的研究和学习主要关注英、美国家的语言文化，加拿大方面的涉及甚少，开设加拿大研究专题的讲座尚属首次，所以两次专题讲座气氛活跃、互动积极、反响热烈，现场听讲的同学在加拿大语言文化方面开拓了视野、获益匪浅，讲座收到了良好的效果。

Prof. Gao Xia was giving a lecture

On June 9^th, 2010, Associate Professor Gaoxia from Chuxiong Normal University, one of the members of ACSC, delivered a lecture on “The Formation, Variation of Canadian English” for English majors of sophomore. She analyzed the shaping and development of Canadian English from history, political, economic, culture, geographical position, environment, immigration, multicultural policies together with education in Canada and then compared and contrasted Canadian English with British English and American English in pronunciation, vocabulary and grammar.

Two days later, Prof. Gaoxia made another report on ”Scientific Research Projects for Undergraduate and Canadian Studies” for freshmen and sophomore of English major and Chinese major. She explained the significance of doing scientific research project, the methods of Canadian studies and some topics suited English majors and Chinese majors.

The students from Foreign Languages Dept, Chuxiong Normal University usually pay more attention to the language and the culture both in England and in America, but less to that in Canada. It is the first time to lecture on Canadian studies in Department of Foreign Languages, so two lectures interested students, and made them understand more about the development of language and culture in Canada.

　=>4. “2010年魁北克暑期研讨班“将在蒙特利尔和魁北克市举行（The Québec Summer Seminar will be Held in Both Montreal and Québec City in August，2010）

今年8月，“2010年魁北克暑期研讨班”将在蒙特利尔和魁北克是举行。欲参加者详见附件中的信息和登记表格。

30年来，这项为期一周的活动为研究魁北克问题的学者提供了一个发展的机会。学者们汇集一堂，就相关的历史、政治、文化、社会和经济展开讨论。发言者来自魁北克省的各著名大学，就魁北克问题开展研究和开设课程的学者可参加这个研讨班。

For over 30 years, this week-long opportunity has attracted the participation of academics interested in a professional development experience to enhance understanding of the province of Québec. Each year, the QSS offers scholars an unparalleled opportunity for meetings with leading Québec experts for discussions on essential historical, political, cultural, social, and economic topics. Speakers from a variety of prestigious universities in Québec present on diverse research areas predominantly within the social studies with representation also from the humanities. Those interested in enhancing Québec Studies content in their course offerings and/or research are particularly encouraged to register in our program.

Rolling registration is available through Friday, July 16 at the cost of USD $599 which includes accommodations for five nights, all academic sessions, cultural activities, museum visits, transportation between Montreal and Québec City, daily full breakfasts with a few additional meals.

作为庆祝中加建交40周年庆祝活动的一部分，云南师范大学加拿大研究中心得到加拿大外交与国际贸易部的部分资助，并由云南师范大学校方提供配套经费，将于2010年7月27日-7月28日在云南昆明召开为期两天的国际学术会议。此次会议的主题为“中国-加拿大民族与文化多元性比较研究”。届时将邀请国内各高校加拿大研究中心专家，加拿大约克大学、威尔弗里德·劳里埃大学和西安大略大学的专家做主题发言。本次会议的主题为:1.民族文化；2.民族教育政策；3.语言教育。现具体通知如下：

Call for Papers: International Conference

on Canada-China Ethno-Cultural Diversity Comparative Studies

As part of the celebrations marking the 40^th anniversary of the establishment of diplomatic relations between...Canada and China, and funded by Department of Foreign Affairs and International Trade, Canada and Yunnan Normal University, an International Conference on Canada-China Ethno-Cultural Diversity Comparative Studies will be held in Kunming July 27-28. The host is the Canadian Studies Centre of Yunnan Normal University is going to invite Canadianists from Canadian Studies Centers in China to attend this conference. In addition to Chinese keynote speakers, professors from York University, Wilfrid Laurier University and the University of Western Ontario will address the conference as well. The conference will focus on the three following themes:

1. Ethnic Culture

2. Ethnic Education Policy

3. Language Education

Submission of Abstracts

The number of Chinese and Canadian participants in this conference will be around 50. Interested scholars are requested to submit an abstract of about 250 words (either in English or Chinese) and contact information to the Canadian Studies Center of Yunnan Normal University by email at ynnucsc@gmail.com with a copy to changyin_li@yahoo.com.cn by the deadline on July 10th, 2010. The Organizing Committee will send official invitations to those whose abstracts are accepted. Excellent papers will be recommended and considered for publication in the Philosophical and Social Sciences Edition of Yunnan Normal University Journal, a Chinese Social Science Citation Index (CSSCI) listed key academic journal in China.

Yunnan Normal University invites Canadianists from all Canadian Studies Centers to attend this conference. Non-Canadianists who are interested in the themes of this conference are also welcomed.

The Canadian Embassy is pleased to announce the recipients of the 2010 Special Award for Canadian Studies. Fifteen Chinese scholars are selected annually for this award through a competition. The group will depart Beijing for Canada on June 7, 2010 for five weeks of research in Canada in their respective areas of study. After their return to China, SACS scholars are expected to publish scholarly articles or books on issues of importance to Canada or to teach courses on Canada so as to further research in key areas and to promote bilateral academic relations between Canada and China.

=>2. 北京外国语大学与加拿大蒙特利尔大学校际交流20周年纪念仪式暨学术研讨会召开（La élébration des 20 ans d'échanges entre l'Université des Langues étrangère de Beijing et l'Université de Montréal）

1988年，在北京外国语大学法语系的倡导下，成立了“北京外国语大学加拿大研究中心”。从1990年起，该研究中心开始了与加拿大蒙特利尔大学、蒙特利尔魁北克大学和拉瓦尔大学的校际交流活动。其中，北外法语系和蒙大政治学系每年都互派教师到对方学校讲学。

2010年5月12日，北外法语系、北外（法语系）加拿大研究中心和北外魁北克研究中心联合举行了“北京外国语大学与蒙特利尔大学校际交流20周年纪念仪式暨学术研讨会”。魁北克驻京代表处代表苗恒乐先生、魁北克投资咨询有限公司总裁代表林颖女士、法语系主任傅荣教授、加拿大研究中心主任王助教授、魁北克研究中心主任李洪峰博士出席会议并致辞。蒙特利尔大学政治学系的Richard Nadeau教授和Frédéric Mérand教授、法语系的部分教师和研究生参加了仪式和研讨会。

在研讨会上，曾经参加交流项目的双方教师讲述经历，畅谈感想，分享回忆，从项目的创建到之后的发展，与会老师们的亲身经历见证

The Participants of the Workshop 了这20年的历史。蒙大政治学系的Frédéric Mérand教授和Richard Nadeau教授分别以“加拿大及魁北克对华政策”和“魁北克媒体中的中国形象”为题做了学术报告。主讲人生动的报告引起与会人员的极大兴趣，双方展开了热烈讨论，气氛活跃。此次活动不仅是对过去20年校际交流的回顾和纪念，更是对未来合作的憧憬和展望，与会双方表达了今后在教学、研究等多领域拓展合作的美好愿望和信心。

活动后的两周内，Frédéric Mérand教授还受邀为法语系师生做了四次讲座，主题分别为：欧洲防务政策、法国重返北约问题、比利时的政治危机、加拿大与欧洲的关系。

En 1988, sur l’initiative du Département de français de l’Université des Langues étrangères de Beijing (BFSU) a été créé le Centre d’Études canadiennes de BFSU. Et en 1990, ce centre a commencé à effectuer des échanges avec l’Université de Montréal (UdeM), l’Université du Québec à Montréal (UQAM) et l’Université Laval. Chaque année, le Département de français de BFSU et le Département de science politique de l’UdeM envoient respectivement un ou deux professeurs donner des cours ou des séminaires dans le département partenaire.

Le 12 mai 2010, la célébration des 20 ans d'échanges entre BFSU et UdeM s'est tenue à Beijing, à laquelle sont présents Monsieur René Milot, Délégué général du Québec à Beijing, Madame Lin Ying, représentante de la CDPQ (Chine), Monsieur Fu Rong, Directeur du Département de français de BFSU, Monsieur Wang Zhu, Directeur du Centre d’Études canadiennes de BFSU (Section française), Madame Li Hongfeng,

Professor Richard Nadeau was giving a lecture Directrice du Centre d’Études québécoises de BFSU, Messieurs Richard Nadeau et Frédéric Mérand, professeurs du Département de science politique de l’UdeM ainsi que des professeurs et des étudiants en maîtrise du Département de français.

Les professeurs chinois ayant participé à ce programme d'échanges ont apporté leur témoignage sur ces 20 ans de coopération et d'amitié en faisant partager leurs souvenirs. Messieurs Frédéric Mérand et Richard Nadeau ont ensuite donné deux conférences intitulées respectivement "La politique étrangère du Québec et du Canada à l'endroit de la Chine" et "Regards sur la Chine : Couverture médiatique de la Chine dans les médias québécois". Cette célébration des 20 ans d'échange constituait une bonne occasion non seulement pour regarder en arrière mais aussi pour regarder en avant. C'est ainsi que les participants, avec des souvenirs du passé, ont surtout exprimé leurs voeux et leur confiance pour les coopérations dans l'avenir.

En dehors de la table ronde, Monsieur Mérand a donné quatre conférences aux professeurs et étudiants du Département de français, dont les sujets sont : l'Europe de la défense, le retour de la France dans l'OTAN, la crise politique en Belgique, les relations politiques entre le Canada et l’Union européenne.
