Minister Baird Completes Successful China Visit

John Baird, Canada’s Foreign Affairs Minister, concluded his first trip to China as foreign affairs minister on July 20, with stops in Beijing and Shanghai.
During this successful visit, Minister Baird met with his Chinese counterpart, Foreign Minister Yang Jiechi, to discuss bilateral and multilateral issues of importance to both countries and to pursue Canada’s priorities with regard to China. Minister Baird also met with Executive Vice-Premier Li Keqiang and other senior officials to seek cooperation in education, trade and investment, global and regional security, and governance issues, including protection of human rights.
“I am delighted to have completed my first visit to China as minister of foreign affairs. The aim of this trip was to advance Canada’s strategic partnership with a country that is both a clear priority for our government and important to our economy,” said Minister Baird at the conclusion of his visit to China.

Les Grands Ballets Canadiens de Montréal in China

From July 20 to July 31, Les Grands Ballets Canadiens de Montréal performed in China for the very first time since 1984. In Beijing, Dalian and Guangzhou, the Canadian Company seduced the Chinese audience with Minus One, a modern ballet among the most popular of its contemporary repertoire. The work also had an interactive side, as spectators were invited to go on stage to participate in the show with dancers of Les Grands Ballets. This was particularly popular with audiences in Dalian and Guangzhou, as demonstrated by their enthusiasm to dance with professional artists.



CAE sells two full-flight simulators to the Zhuhai Flight Training Centre (ZFTC)

On July 20, CAE announced the sale of two full-flight simulators, one for the Airbus A320 and one for the Boeing 737, to the Zhuhai Flight Training Centre (ZFTC), a joint venture of China Southern Airlines and CAE.
“These new simulators reflect the continued growth of aviation in emerging markets in Russia and China and further expand CAE’s global presence in the airline and helicopter markets,” said Jeff Roberts, CAE's Group President, Civil Simulation Products, Training and Services.



CNOOC agrees to a $2.1-billion (U.S.) deal to buy OPTI Canada Inc.

China National Offshore Oil Corp. (CNOOC), one of China’s three state-owned energy companies announced it has entered into an Arrangement Agreement to acquire OPTI Canada Inc in a $2.1-billion (U.S.) deal. OPTI Canada Inc. is an oil sands company with unique technology for extracting and processing bitumen from Alberta’s oil sands.

 



British Columbia softwood lumber exports to China surpass the United States

The value of B.C softwood lumber exported to China has surpassed the United States in May 2011, for the very first time. B.C. lumber shipments to China during that period were valued at $122 millions, compared to $119 million for the U.S. May was a record-breaking month for B.C. softwood lumber exports to China with 746,000 cubic meters exported. Additionally, the value of B.C. softwood lumber exports to all Asia destinations has now surpassed to total value of shipments to the U.S.
These figures show the importance of the Asia Pacific markets for British Columbia’s economy and job prospects.

Sovereign ratings: Canada keeps his Aaa rating

In its annual report on Canada's sovereign ratings, Moody's Investors Service reaffirmed Canada's Aaa rating based on the country's economic resiliency, very high government financial strength, and a low susceptibility to event risk -- factors that have also helped Canada to weather the global financial crisis.
The economy's very high degree of resiliency is demonstrated by a high per capita income, the large scale of the economy, and its diversity, says the Moody's report. Natural resource industries, a competitive manufacturing sector, and a well-developed and well-regulated financial market also support the country's resiliency.
According to Moody's, while Canada's public finances deteriorated as a result of the global financial crisis, the federal government and the provinces are now on a track of fiscal consolidation that will improve general government debt ratios over the next few years.

Canadian crime rate falls to lowest level in almost 40 years

The police-reported crime rate, which measures the overall volume of crime, continued its long-term downward trend in 2010, declining 5% from 2009. At the same time, the Crime Severity Index, which measures the severity of crime, fell 6%.The national crime rate has been falling steadily for the past 20 years and is now at its lowest level since 1973. The Crime Severity Index reached its lowest point (82.7) since 1998, the first year for which Index data are available.
The decline in crime severity in 2010 was seen virtually across the country. Among the provinces, Alberta and British Columbia reported the largest declines in crime in 2010. The crime rate fell by 6% in both provinces, while the Crime Severity Index decreased by 8% in Alberta and 7% in British Columbia. The volume and severity of crime fell or remained stable across virtually all census metropolitan areas (CMAs) in 2010, including Canada's 10 largest cities. The youth crime rate, which measures the overall volume of crime committed by youth, declined by 7%.



British-Columbia: strong jobs growth and prosperity increase by 2020

A new report from the British Columbia Ministry of Jobs, Tourism and Innovation predicts the number of skilled workers needed will exceed the supply of workers available by 2016. One million job openings are expected in B.C. by 2020. One-third of the jobs available will result from the province’s economic growth, while two-thirds are spurred on by retirements and the aging workforce.
The largest numbers of job openings are anticipated in the areas of: sales and service, business, and trades and equipment operators. The health occupation group is expected to have the largest percentage increase in demand growth.
“This report is a strong signal that B.C. will be entering a period of strong job growth and increasing prosperity. Families in all regions of B.C., including our rural areas, will benefit from this growth,” said Pat Bell, B.C. Minister of Jobs, Tourism and Innovation.

Official launch of the Embassy of Canada microblog

On June 29, the Embassy of Canada in Beijing proudly launched its microblog. For the occasion, Ambassador David Mulroney invited members of the media to attend a roundtable. "Our microblog is a very clear window on Canada, in being interesting, informal and transparent," said Ambassador Mulroney. "It will also help demystify the Embassy by making it more understandable and transparent." He added that the microblog is an exciting communication tool allowing the Embassy and the other missions of Canada's network in China to communicate in a lively and relevant way with the Chinese population throughout the country. The microblog will focus on a variety of content, such as multiculturalism, education, tourism and business, as well as fun and spontaneous content, allowing followers to broaden their knowledge of Canada.

The Magic of Les Grands Ballets Canadiens de Montréal in China

In July 2011, Les Grands Ballets Canadiens de Montréal will set sail for China to give Chinese audiences the opportunity to discover the magic of modern dance. This will be the first visit to China of the Canadian troupe since 1984. For the occasion, Les Grands Ballets Canadiens will perform the critically acclaimed “Minus One”, by Israeli choreographer Ohad Naharin, a work that has enthralled audiences wherever it has played. Acting as a cultural ambassador in China, the company will perform in three cities: Beijing, Dalian and Guangzhou. Please find below venues and dates of performances.

Open house at the Embassy

Placing education at the heart of its priorities, the Embassy of Canada in Beijing was delighted to open its doors for university students last month. On June 8, 25 students from Beijing Foreign Studies University attended a presentation by Ambassador David Mulroney on the dynamic and growing Canada-China relationship. On June 15, more than 60 students from various universities in Beijing visited the Embassy and met with Deputy Head of Mission Mr. Jeff Nankivell. At both events, students were enthusiastic to learn about Canada and the functioning of an Embassy. Receptions followed the presentations and Q&A sessions allowing students to meet and chat with Embassy staff.



Mayor of Ottawa visits Beijing to promote tourism and investment in Ottawa

The mayor of Canada’s capital city of Ottawa, Jim Watson, led a tourism-focused business mission to Beijing from June 15 to 19. During his visit, Mayor Watson met with Beijing Mayor Guo Jinlong and attended the Beijing International Tourism Festival. In addition, Ottawa Tourism signed a memorandum of understanding with the Beijing Municipal Commission of Tourism Development with the aim of working to promote Ottawa as a preferred Canadian destination for Chinese tourists, strengthening the relationship between the Ottawa airport and airlines serving the Canadian and Chinese markets and increasing direct investment from China to Ottawa.
Ottawa and Beijing share a sister city relationship first entered into in 1999. Mayor Watson said he was impressed by Beijing's development over the past five years, claiming that the future development of Beijing will continue to present opportunities for Ottawa in tourism, the service industry, environmental protection and innovation. The Conference Board of Canada predicts that Approved Destination Status granted by the Chinese government to Canada in 2010 will boost the number of Chinese tourists to Canada by up to 50 percent by 2015.

Canada is one of the most peaceful countries in the world to live

According to the 2011 Global Peace Index by Institute for Economics and Peace, Canada is once again among the Top 10 most peaceful countries in the world. The Index ranked Canada as the eighth most peaceful country in the world in which to live, out of 153 countries measured. Warmer foreign relations and a decrease to the lowest possible level on what the institute calls the "political terror scale," all contributed to Canada's position in the survey.



Canada : ideal environment for data centres

Canada has been ranked second in the world among countries having a favourable environment to house data centres, according to the Data Centre Risk Index, developed by real estate brokerage Cushman & Wakefield. The study ranks twenty countries according to the major risks likely to affect the operations of a data centre. Canada ranked well as a global hub given competitive tax rates, security and political stability. Its performance is also due to lower energy costs, particularly through the development of advanced infrastructures. “Canada scored well in absolutely every category except the cost of labour,” said Pierre Bergevin, chief executive officer of Cushman & Wakefield’s Canadian operations, explaining that the cost of labour reflects Canadian’s quality of life..

World's first plant to produce jet fuel from wood fibre on commercial scale to be located in Ontario

Rentech Inc., a leading-edge clean-energy solutions company, has partnered with Ontario, Canada to establish the first commercial-scale facility of its kind in the world to produce certified renewable jet fuel from wood fiber. Rentech will turn 1.1 million tons of Ontario Crown forest wood supply per year into approximately 85 million litres annually of low-carbon, biodegradable synthetic jet fuel and approximately 43 million litres annually of renewable naphtha, which can be used to produce biodegradable plastics.
The sustainably harvested, but underutilized wood fibre will be turned into eco-friendly jet fuel. "The entire wood product is converted into energy," says Robert Freerks, chief of products development. "There's no aromatics, sulfur or other contaminants. It's really just diesel fuel without all the bad agents in it." The Canadian province of Ontario has already garnered international attention and praise for an array of innovative clean tech initiatives that have brought the province to the forefront of clean tech investment.



Canada has the largest concentration of water related companies in the world

According to the World Health Organization, more than 3.5 million people die each year from water-related diseases worldwide. But clean water is a problem Canadian technologies can help solve. Canada has a significant number of companies providing technology for cleaning water, either before it is used for drinking or before it returns to the environment after use in households or industry. "There is a solid capacity for managing water and water technology in Canada," said Rick Findlay, vice-chair of the Canadian Water Network. "We do play on the world stage – and we could play a bigger role, of course," he added.
Canada’s strengths in this area grew around the Great Lakes precisely because of the availability of water, observes David Henderson, managing director of XPV Capital Corp., which invests in water companies. When legislation started forcing companies to clean up their wastewater, a significant market for water purification resulted, creating what Mr. Henderson calls the Great Lakes cluster: the largest concentration of water-related companies in the world, in an area that includes southern Ontario, as well as U.S. states bordering the lakes.

Embassy of Canada Celebrates Completion of New Cedar Canopy

On March 28, 2011, Ambassador David Mulroney and BC Minister of Jobs, Tourism and Innovation Pat Bell welcomed over one hundred guests to a ceremony and reception at the Embassy in celebration of the new western red cedar canopies installed at the entrances of the Chancery and the Official Residence. Guests included wood importers, distributors, architects, media and other industry representatives who were treated to a lion dance, the hoisting of the last beam and a BC themed buffet.
The event highlighted the versatile use of wood in an Embassy renovation project. Canadian wood is a natural, appealing and sustainable building material that is energy efficient, earthquake resistant and cost-competitive. These qualities are increasingly recognized in China which is showing a rapidly growing interest in wood-frame construction. China is now Canada's third largest market for wood products. In 2010, China's import of wood products from Canada was worth 835 million Canadian dollars (about 5.5 billion Yuan) which is an increase of 117% over 2009. About 95% of this timber is from the forests of British Columbia.


 

Canadian education promotion in Qingdao

Sixteen Canadian public education institutions were in Qingdao on March 6 to participate in an Embassy of Canada organized event promoting the superb quality of Canadian education. The fair attracted over 150 local students and parents who learned about the advantages of studying in Canada: superb education at every level, affordable education in an exciting campus lifestyle with excellent research opportunities, a student-centered, hi-tech learning approach, and world class language education.
The event also included a training seminar which was well attended by nearly 50 representatives from local schools, media and agencies. It was followed by a business-to-business sessions between local institutions and Canadian schools to discuss potential partnerships.
Following the success of this first-ever event, the Embassy of Canada will be looking for opportunities to bring more quality Canadian schools to other second-tier cities in China. To learn more about studying in Canada, please visit here.


 

China's Future Diplomats visit the Canadian Embassy

The Embassy was delighted to host students from the China Foreign Affairs University in Beijing on March 22. China Foreign Affairs University, known as "the cradle of ambassadors", is famous for developing China’s future diplomats. The enthusiastic group of 24 students attended a presentation by Ambassador Mulroney, discussing the evolution of the dynamic Canada-China bilateral relationship, followed by an in-depth Q&A session and a reception.



Canadian awarded "best financial and economic book of the year"

The Chinese translation of Dr. Wendy Dobson's book Gravity Shift, which was published in December 2010, was awarded, with other 14 titles, as the best financial and economic book of the year 2010 at the ceremony of the 2010 Hexun Financial and Economic Book Award, held on February 18, 2011.
Dr. Wendy Dobson is Co-director of the Institute for International Business at the University of Toronto's Rotman School of Management.
Entitled as "How Asia's New Economic Powerhouse Will Shape the 21st Century", Dr. Dobson's book examines past events and current trends, and offers bold predictions of the changes we can expect in key economic and political institutions in China and India.



Strategic Agreement signature between Bombardier and COMAC.

On March 24, 2011, Bombardier and the Commercial Aircraft Corporation of China Ltd (COMAC) signed a framework agreement to establish a long-term strategic cooperation on commercial aircraft intended to leverage the synergies and strengths of both companies to develop mutually beneficial projects. The cooperation agreement is based on both COMAC’s and Bombardier’s desire to build on the potential complementary nature of their products and respective expertise.
“This agreement represents another important step in the strengthening of our relationship. We believe that this collaboration will generate positive results for both the C919 and CSeries aircraft programs. It also opens the door to further cooperation on any other projects that would be mutually beneficial,” stated Pierre Beaudoin, President and Chief Executive Officer of Bombardier Inc.



Bilateral agreement signed between Tourism Richmond and Qingdao Tourism Administration

Tourism Richmond and Qingdao Tourism Administration signed a bilateral agreement in March 2011 to further bridge and elevate the opportunities of their friendship cities status.
"From this we are going to deepen the understanding and cooperation in other areas such as culture, economic and business." Gayle Morris, Tourism Richmond's director of sales.
The first step is the promotion of Qingdao and Richmond as exciting tourism destinations. Gayle Morris also added that the recent Canada designation as an Approved Destination Status (ADS) from China just over a year ago would certainly help Richmond’s promotion.

Canada Ranks 3rd in Integrating Immigrants

Canada is third-best of 31 countries at integrating immigrants into society according to a study by the Migrant Integration Policy Index, a project of the British Council and the Migration Policy Group. The study ranks the migration policies of 31 North American and European countries.
MIPEX's criteria includes a country's policies on labour market mobility, family reunification for third-country nationals, education, political participation, long-term residence, access to nationality and anti-discrimination.
The report cited Canada’s commitment to antidiscrimination and equality, policies encouraging political participation of immigrants, a Pan-Canadian Framework to improve assessment and recognition of foreign qualifications, and Canadian schools targeting needs of migrant pupils.


The Province of Saskatchewan is World Leader in Mining: Fraser Institute

The Fraser Institute's Annual Survey of Mining Companies shows that Saskatchewan is the third best jurisdiction in the world for mining companies to invest in 2010/2011.

Exponential Growth of Wind Power in Canada

According to the report Canada Wind Power Market Opportunities 2016 by TechSci Research, wind power installation in Canada has been experiencing exponential growth in recent years due to favourable economic and operating environment. The report also mentions that Canada is expected to lead the wind power market in coming years, driven by the government appetite for renewable energy.



Toronto among top 10 global financial centres

Toronto continues to be a leader amongst the largest global financial centers, for the first time, Ontario’s capital has climbed into the top 10 according to a study by London-based think-tank, Z-Yen. Through its evaluation of financial centers, the Global Financial Center Index considers six industry sub-indices, as well as several other areas of competitiveness.

Canada Opens New Market for Seal Products in China

On January 12, 2011, during her visit to Beijing, the Honourable Gail Shea, Minister of Fisheries and Oceans announced that an arrangement on new market access between Canada and China has been reached, opening up a significant new market for Canadian seal products. The cooperative arrangement will allow all Canadian seal products to be exported to China, including meat and oil for human consumption.


 

Canada-China Government Procurement Workshop

Canada and China jointly held a government procurement workshop in Beijing, January 13-14, 2011. Over 110 Chinese officials and academics attended, including government representatives from each of China's provinces and special administrative regions and key central government ministries. Canada’s chief government procurement negotiator, Ms Dany Carrière, led the Canadian delegation, accompanied by provincial leads from Alberta and British Columbia. Quebec and Ontario provincial representatives based in Beijing also participated. Canada's extensive experience with federal-provincial collaboration provided important insights for the Chinese delegates on the creation of an integral government procurement system guided by transparency, value for money and accountability. This successful event was a valuable opportunity for Canada and China to exchange views on this important area of governance. Canada expects to continue to work with China in order to help lay the groundwork for a successful accession to the World Trade Organization's Government Procurement Agreement.


 

PM announces changes to the Ministry

Prime Minister Stephen Harper announced on January 4, 2011 changes to the Ministry at a swearing-in ceremony at Rideau Hall.

The Honourable Peter Kent, as Minister of the Environment, will keep advancing efforts to protect Canada’s environment and address climate change at home and abroad.

The Honourable Diane Ablonczy, as Minister of State of Foreign Affairs (Americas and Consular Affairs), will further promote Canada’s political and trade interests in the Americas and help protect Canadians travelling and working outside of the country.



Canada’s corporate tax competitive edge

On December 30, 2010, the Government of Canada highlighted important tax changes taking effect in 2011, among them is a reduction from 18 per cent to 16.5 per cent of the federal general corporate income tax rate.

This tax reduction will encourage new business investment, which is an important driver of Canadians’ prosperity. Investment raises productivity, resulting in higher wages, more jobs and improved living standards.

Canada’s Increased Commitment to Renewable Fuels

Minister of Agriculture and Agri-Food Gerry Ritz made clear the Government of Canada’s commitment to renewable fuels last month by highlighting new federal regulations requiring 5 percent renewable fuel content in gasoline, which came into effect on December 15.

“This initiative is one of Canada’s contributions to the fight against climate change,” said Minister Ritz. “We are proud to be moving forward with the Renewable Fuels Regulations as they will benefit Canada’s economy, our farmers, and our environment.”



Canadian Circumpolar Institute Marks 50 Years of Researching the Poles

The University of Alberta recently celebrated a half century of polar research as its internationally recognized Canadian Circumpolar Institute (CCI), which supports and promotes interdisciplinary research in circumpolar regions, including Northern Canada, the Arctic, and Antarctica, turned 50.

“We want to be the best northern-research center that serves northerners, academia, and government,” said Marianne Douglas, the CCI’s Director, “[and] we’re getting there.”

With a changing climate affecting ice conditions, plants, people, and animal behaviour, the CCI has gained in relevance over the years – not just as a crucial funding agency but also as a place to house books, historical documents, and expertise, each of which is crucial to gauging the extent of and preparing for the effects of climate change.

Canada Ranks at the Top of the 2011 Economic Freedom Index

The Heritage Foundation and the Wall Street Journal ranks Canada as having the 6th freest economy in their 2011 Index. “The Canadian economy continues to sharpen its long-term competitiveness. Scoring high in many of the 10 economic freedoms, Canada performs particularly well in business freedom, financial freedom, property rights, and freedom from corruption. Straightforward regulations and the competitive tax regime facilitate entrepreneurial activity and lure dynamic investment. The corporate tax rate is scheduled to decline further to 15 percent in 2012.”

“Canada has emerged from the global downturn relatively unscathed, and sound public finance management has enabled the economy to undertake stimulus measures without undermining fiscal soundness and competitiveness.”

The Embassy of Canada, Your “Education Embassy”!

Dr Jiang Bo, Secretary General of the China Education Association for International Exchange has called the Embassy of Canada in Beijing an “Education Embassy” for our efforts in putting the education connection at the heart of all of our activities, including promoting Canada as an education destination, focusing on student mobility, scholarships, training, and partnerships with China in health, energy, environment, business and leadership training, and, of course, academics in all disciplines.
To honour Dr Jiang, and to emphasize the high value we put on education, as expressed in the Joint Statement, on the occasion of the 2nd Canada-China Roundtable on Partnership in Graduate Studies in advance of the PhD Workshop sponsored by the CEAIE, Ambassador Mulroney presented him with an Embassy t-shirt which reads: Embassy of Canada: Your Education Embassy.

2010-2011 Canada-China Scholars’ Exchange Program Recipients

The Embassy of Canada is pleased to announce the recipients of the 2010-2011 Canada-China Scholars’ Exchange Program (CCSEP) after a joint selection with the Chinese Ministry of Education. Ten Chinese scholars were selected for this award through a national competition. Initiated in 1973 by Chinese Premier Zhou Enlai and Canadian Prime Minister Pierre Elliott Trudeau, the CCSEP is an official exchange program between Canada and China designed to enhance mutual understanding. Over the past 37 years, 900 scholars have participated in the CCSEP. After returning home, these scholars bring back new perspectives, knowledge and understanding about their host country. The CCSEP is currently accepting applications until February 5, 2011, from Canadian scholars wishing to study in China. Details on the program and how to apply can be found here.  


 

Conference on Managing Diversity Within a Human Rights Framework at Shandong University

On December 11-12, in Jinan, Shandong University and its Canadian partner, the University of British Columbia held a Conference on Managing Diversity Within a Human Rights Framework: Social Inclusion Policy and Practice in China. The Conference was supported by the Government of Canada through the "Canada Conference Grant".
More than 60 scholars, students, local NGO representatives, social work volunteers and grassroots administrators participated in this conference to discuss the issues and challenges associated with social inclusion and shared practice in social work in China and Canada. The conference identified areas of common interest and established the basis for an ongoing dialogue on issues of social inclusion and practice.
Canada’s Ambassador to China, David Mulroney, attended the conference and delivered remarks during the opening ceremonies. During his remarks, he offered Canada as an example of a country that has grown stronger and more cohesive through its embrace of diversity. Ambassador Mulroney also commented on the importance of the respect for the rule of law, understood as something that is not subject to the influence of government, state or party, saying that the processes can be time consuming and labour intensive, but there are no short cuts when it comes to protecting individual rights and freedoms.


 

Over 7,000 people participated in the 8th Guangzhou Terry Fox Run

On December 4th, 2010, the 8th Guangzhou Terry Fox Run was held in Guangzhou Luhu Golf and Country Club. As part of the international Terry Fox Runs, the Guangzhou Terry Fox Run has been held annually since 2003; it has raised over 1.83 million RMB for cancer research until 2009. This year's charity event was organized by the Canadian Chamber of Commerce in South China and supported by the Consulate General of Canada in Guangzhou. The Run attracted over 7,000 people, including local citizens and friends from the foreign community, and raised 150,000 RMB for local cancer research through donation, charity sale, and auction. All proceeds will be donated to hospitals or institutions in Guangzhou for cancer research.


 

Embassy of Canada Hosts Professor Wendy Dobson’s Book Launch

On December 9th, the Embassy of Canada together with China Financial Publishing House held the book launch of the Chinese translation of Professor Wendy Dobson’s book Gravity Shift-How Asia's Economic Powerhouses will Shape the 21st Century.
Professor Dobson is co-director of the Institute for International Business in the University of Toronto's Rotman School of Management. She is a former Associate Deputy Minister of Finance. In her book, by examining past events and current trends, Professor Dobson analyses the changes we can expect in key economic and political institutions in China and India, changes that will inform and shape tomorrow’s business decisions. Gravity Shift was one of five books nominated for Canada’s 2010 National Business Book Award.

IMF Confirms Canada’s Strong Economic Management

On December 22, The Honourable Jim Flaherty, Minister of Finance welcomed the International Monetary Fund’s (IMF) annual review of Canada’s economic developments and policies, which strongly supports the Government’s fiscal plan to return to balanced budgets over the medium term. The report provides strong support for the Government of Canada’s plan to return to budgetary balance and commends the recent decision to extend the deadline on some infrastructure projects. Canada also welcomes the IMF’s strong endorsement of the Government’s policies to promote Canada’s long-term growth prospects, notably infrastructure spending, corporate income tax cuts, and progress towards implementation of a Canadian Securities Regulator.

Canadian Students Score Top Marks in Major OECD Report

On December 7, a major international report released by the Organisation for Economic Co-operation and Development (OECD) showed that Canadian students rank among the best in the world in reading, mathematics, and science. The OECD’s Programme for International Student Assessment (PISA) is one of the most comprehensive international student evaluations ever developed.
Canadian students continue to perform well when compared internationally, as they have done in every PISA assessment since the project began in 2000. Canada is one of the few countries that combines high PISA scores with high equity, meaning that there is a relatively small gap between the highest and lowest performing students. High performance and high equity are the distinguishing features of education systems in Canada. This reflects Canada’s commitment to ensuring that students have the opportunity to reach their fullest potential and are well-equipped for the demands of an increasing knowledge-based economy.



Canadian Technology Wins Wall Street Journal Award

A new technology invented by University of Toronto Professor Ted Sargent that allows digital cameras to better capture light has won the Wall Street Journal’s 2010 Technology Innovation Award in the semiconductor category. The winning product is called QuantumFilm and was developed by InVisage Technologies Inc., a company founded by Professor Sargent in 2006.
QuantumFilm makes vast improvements in capturing light for digital cameras, and especially cell phone cameras. Using semiconductor quantum dots instead of weakly light-absorbing silicon, QuantumFilm image sensors capture more than 90 percent of available light instead of the 25 per cent in silicon-based sensors.

Minister of Environment Jim Prentice visits China

October 29, 2010 -- Canada's Environment Minister, Jim Prentice, and China's Minister of Environmental Protection, Zhou Shengxian, signed a renewed memorandum of understanding (MOU) on environmental cooperation in Beijing.
The Canada-China MOU on environmental cooperation will facilitate collaborative work and the exchange of scientific information between Environment Canada and China's Ministry of Environmental Protection. Of particular interest to Canada are cooperative activities related to biodiversity, water, mercury emissions, environmental emergencies and environmental industries.


 

Minister of Finance Welcomes Step Forward in Growth of Economic Ties With China

On November 10, the Honourable Jim Flaherty, Minister of Finance, welcomed an agreement with the China Insurance Regulatory Commission that designates Canada as a destination for Chinese insurance wealth management business. Under this agreement, Chinese insurance companies will be permitted to invest in Canada, giving Canadian financial markets access to a potential pool of about $106 billion in investment capital. This agreement demonstrates a great deal of confidence in Canada’s economic prospects and the soundness of Canada’s financial system.


 

Canada brings 16 top schools to China for second annual PhD Workshop

On November 27-28, Canada was proud to have had sixteen of its top research institutions present at the second annual PhD Workshop in China, representing the very best in academics, from social sciences to applied research.
The participating universities are at the top of the specialist QS and ARWU rankings, for everything from chemistry to social sciences, business to agriculture sciences, mathematics to clinical medicine and pharmacy, and engineering technology and natural sciences. The Canadian federal government, provincial governments, as well as various granting councils also offer a number of prestigious doctoral scholarships designed to attract and retain world-class emerging scholars by offering them significant financial awards to assist them during their studies at Canadian universities.



Chinese actress Sun Li won the 25th Gemini Awards

On November 13, Chinese actress SUN Li won the Best Actress Gemini Award for her role in “Iron Road”, a 2008 Canada China Co-Production that aired in Canada as a television miniseries. The film tells a story of disguise and forbidden love, set against the building of the Canadian Pacific Railroad in the 1880s. The Academy of Canadian Cinema and Television has honoured “Iron Road” with another three Gemini nominations in Best Direction, Best Production Design and Best Original Score.



CIMCO’s Urumqi Ice and Snow Carnival

This winter, beginning on December 18th, the Canadian company, CIMCO, will be partnering with the Xinjiang Sports Centre to create the Urumqi Ice and Snow Carnival. The Carnival will feature winter sports such as hockey, figure skating, speed skating, skiing and snow sliding. Canadian decorations (christmas trees, snowflakes, Santa Claus) and Canadian food (poutine, Tim Horton’s coffee, pancakes with maple syrup) will also be featured at the event. The goal of the Carnival is to showcase the Canadian winter experience in order to promote the growth of winter sports in the Xinjiang region. Despite the well suited climate, winter sports such as hockey, skiing, figure skating and speed skating do not have much of a following here. It is both CIMCO’s and the Xinjiang Sports Centre’s hope that the Carnival will lead to more youth involvement in winter sports in preparation for the region’s bidding of the National Winter Games in 2016.
The Opening Ceremony will feature youth hockey players brought in from Beijing’s Imperial Guard Ice Hockey Club (run by Canadians). Skating and hockey lessons will be run for the duration of the Carnival with the hope of getting youngsters hooked on the sports for years to come!



Highlights of Canada-China Bilateral Academic Relations 2010

Three successful academic events were held to celebrate the 40th Anniversary of the establishment of diplomatic relations between Canada and China in October and November 2010. The events were funded by the Government of Canada through its Understanding Canada Program.
The 14th Biennial Conference of the Association for Canadian Studies in China: Canada and China in the Context of Globalization in the 21st Century was held on October 29-30, 2010 at Beijing Foreign Studies University (BFSU). This large biennial conference brought together 120 Chinese and 20 foreign scholars who participated in a dozen panel discussions on various academic disciplines. On Novermber 13, the Fudan-Queen's Centre for Environment and Sustainable Development at Fudan University organized the Sino-Canada on Environmental Governance Roundtable. The one day event was notable for its focus on concrete issues and allowed the twenty participants to exchange views on a range of practical topics. On November 14, the Canadian Studies Centre of Shanghai International Studies University held the symposium After the G20 Toronto Summit: Canada, China and the Global Governance.
This symposium brought together over 100 scholars from Canadian and Chinese universities, NGO representatives, journalists and graduate students. The topics discussed at the event included G20 institutionalization and potential models for global governance, focussing on the leading role played by Canada and China.

Canada’s New Role in Afghanistan

On November 16, 2010, The Honourable Lawrence Cannon, Minister of Foreign Affairs, The Honourable Peter MacKay, Minister of National Defence, and The Honourable Beverley J. Oda, Minister of International Cooperation, announced the new role in Canada’s engagement in Afghanistan that will build on significant progress in the areas of security, diplomacy, human rights and development.
Canada's new non-combat role will focus on four key areas: investing in the future of Afghan children and youth through education and health; advancing security, the rule of law and human rights, including through the provision of up to 950 trainers of Afghan security forces; promoting regional diplomacy; and delivering humanitarian assistance to the Afghan people.



Canada Endorses the United Nations Declaration on the Rights of Indigenous Peoples

On November 12, Canada formally endorsed the United Nations Declaration on the Rights of Indigenous Peoples in a manner fully consistent with Canada's Constitution and laws. Canada is committed to promoting and protecting the rights of Indigenous peoples. Canada has endorsed the Declaration to further reconcile and strengthen our relationship with Aboriginal peoples in Canada. Canada's active involvement abroad, coupled with its productive partnership with Aboriginal Canadians, is having a real impact in advancing indigenous rights at home and abroad.

IMF Confirms Canada’s Strong Economic Management

>On November 1, Finance Minister Flaherty indicated that an annual International Monetary Fund (IMF) statement confirmed Canada’s strong economic management.
The IMF expects that Canada will continue to lead the major advanced economies in average economic growth over the next two years thanks to Canada’s Economic Action Plan. The IMF confirms Canada’s financial system is prepared to make a smooth transition to new international banking standards. Canada will maintain its standing as the country with the strongest fiscal position in the G-7.
The IMF reviews the economic developments and policies of each member country, usually on an annual basis.



Canada Becomes the Number One Country Brand in the World for 2010

On November 5, the Honourable Rob Moore, Minister of State (Small Business and Tourism), issued a statement about Canada being the top coutry on the FutureBrand’s 2010 Country Brand Index.
“This is an incredible achievement. Canada has risen from 12th to 1st place in just four years on the Country Brand Index. This recognition is the result of the strong promotion efforts by our government’s marketing agency, the Canadian Tourism Commission (CTC), to showcase our country far and wide as a premier travel destination. Clearly it has been doing a tremendous job.
“Our government’s goal is to make Canada a top tourism destination. The world came to Canada for the 2010 Olympic and Paralympic Winter Games earlier this year. We showed the world the dynamic and diverse nature of our country. To capitalize on the momentum of the Games, we provided an additional $26 million to the CTC to support Canada’s tourism industry and show the world’s travellers that Canada is the place to be.”

Prime Minister marks 40th anniversary of diplomatic relations with China on October 13

On the occasion of the 40th anniversary of diplomatic relations between Canada and China, Prime Minister Stephen Harper spoke of the dynamic and expanding relationship between the two countries, while highlighting a number of bilateral accomplishments in the past year. Two significant trade-related accomplishments include staged access for Canadian beef to the Chinese market and the granting of Approved Destination Status to Canada. Other accomplishments include new agreements on climate change, mineral resources, cultural and agricultural education, tourism, environmental protection, energy conservation and law enforcement.
“Today’s anniversary reminds us of our shared heritage, and our common potential,” said Prime Minister Harper. “It is an opportunity to celebrate not only 40 years of diplomatic relations, but also a growing partnership and a bright future for our two countries.”


 

Canada Celebrates 40th Anniversary of Diplomatic Relations with China

Throughout 2010, the governments of Canada and China have held cultural, academic, and commercial events to mark the 40th anniversary of formal diplomatic ties between the two countries. The anniversary on October 13th was celebrated in Beijing with a ceremony attended by the Honourable Chuck Strahl, Canada’s Minister of Transport, Infrastructure and Communities. The 40th anniversary celebrations included the opening of an exhibit dedicated to revered Canadian doctor Norman Bethune; Banff Mountain Film Festival at Beijing Sanlitun Megabox; Canadian music group Tafelmusik at Beijing Music Festival and Canada-China Film Festival in Ottawa.

Foreign Affairs Minister Cannon visits China

Lawrence Cannon, Canada’s Minister of Foreign Affairs, conducted a visit to enhance Canada’s engagement with China, on October 21 and 22, 2010. “Canada is looking forward to strengthening our relationship with China as we continue to implement the provisions of the Canada-China Joint Statement in the priority areas of trade and investment, energy and environment, health and governance,” said Minister Cannon.
During his visit, Minister Cannon worked to advance Canadian commercial interests in Shanghai and met with Chinese Vice Premier Li Keqiang and Foreign Affairs Minister Yang Jiechi in Beijing.



100 Principals tour significant outcome of Joint Statement

A delegation of 100 senior school board and provincial government representatives from across Canada visited China in mid-October on the Chinese Bridge Tour sponsored by the Hanban, the Chinese-language promotion arm of the Ministry of Education. The visit stems directly from discussions held during Chinese President Hu Jintao’s visit to Canada in June, and the comprehensive discussions regarding mutual exchanges in the areas of culture and education.

Nominations for 2011 Special Award for Canadian Studies (SACS)

The Embassy of Canada in China is currently seeking candidates for the 2011 Special Award for Canadian Studies (SACS). This important program allows new Chinese scholars to be introduced to Canada and their Canadian peers and to take part in punctual research and exchange activities in collaboration with them. Prime Minister Harper Announces the Banting Postdoctoral Fellowships

The Banting Postdoctoral Fellowships Program is a prestigious new program aimed to build world-class research capacity by recruiting top-tier Canadian and international postdoctoral researchers at an internationally competitive level of funding.
“To remain at the forefront of the global economy, we must invest in the people and ideas that will produce tomorrow’s breakthroughs,” the PM said. “The Banting Postdoctoral Fellowships will give scholars in research institutions across the country the support they need to explore and develop their ideas to their fullest potential.”
The Banting Postdoctoral Fellowships are the latest initiative under the Government of Canada’s comprehensive, long-term National Science and Technology Strategy. Under the program, 70 new fellowships will be awarded each year. The deadline for submissions to the 2010-2011 Competition is November 3, 2010.



New Global Risk Institute to be launched in Canada

Building on Canada’s growing reputation in financial risk management, the Toronto-based Global Risk Institute in Financial Services (GRi) to be launched in January 2011 is poised to become a world-class centre for research and training across multiple financial risk management and regulatory disciplines. Research conducted by GRi will form the basis for training and ongoing professional development of capital market practitioners and regulators.
GRi will promote the Canada brand and advantage by building on the strong reputation of Canada’s financial institutions and regulatory system and Toronto’s status as a premier financial services centre. GRi will be headquartered in Toronto to leverage the city’s sophisticated cluster of financial services companies.

Toronto and Montreal, safest cities in the world for employers

A first-of-its kind global study found Toronto and Montreal to be the cities with the lowest risk in the world to recruit, employ and relocate employees, according to Aon Consulting, the global benefits and human capital consulting business of Aon Corporation. According to the Index, the five lowest risk cities for employers are Toronto, New York, Singapore, London and Montreal. Montreal and Toronto are among the five lowest risk cities primarily due to Canada's low level of corruption; strict enforcement of equal opportunity laws; health and retirement benefits; and high quality and broad availability of training facilities.

Canada to Welcome More Chinese Students to Canadian colleges

As part of a visit to Europe, Asia and Australia, Citizenship, Immigration and Multiculturalism Minister Jason Kenney anounced in Beijing that Canada is stepping up its efforts to recruit qualified Chinese students to Canada.

China is now the top source country for foreign students studying in Canada with almost 50,000 Chinese students in Canada in 2009. The number of Chinese students living in Canada has grown by more than 300% in the past decade. That number will continue to grow thanks to the expansion of the Student Partners Program (SPP), a program developed by Citizenship and Immigration Canada (CIC) in cooperation with the Association of Canadian Community Colleges (ACCC).

International students in Canada, at nearly 200,000 strong in 2009, are estimated to contribute more than $6.5 billion to the Canadian economy every year.


 

Industry Minister Tony Clement Meets with Canadian and Chinese Business Leaders in China

The Honourable Tony Clement, Minister of Industry conducted a five-day tour of China and met with local business leaders in Hong Kong, Shanghai and Tianjin. "Deepening Canada's relationship with China — both cultural and economic — is an important priority for our government," said Minister Clement. "This tour is an excellent opportunity for me to promote Canada's attractive business climate, vast natural resources, and strong cultural and historic ties to both China and Hong Kong."

On September 14, Minister Clement visited Tianjin and spoke to a meeting of the World Economic Forum, in which Minister highlighted the resilience of the Canadian economy and encouraged greater Sino-Canadian partnerships.


 

Second Canada-China Policy Dialogue on Health a Success

The second Canada-China Policy Dialogue on Health was held successfully in Shanghai on September 9 in the presence of the Honourable Leona Aglukkaq, Canada's Minister of Health, Dr. Chen Zhu, Chinese Minister of Health, and delegations of Canadian and Chinese health officials and experts. This dialogue built on the 2009-2011 Plan of Action for cooperation in health signed during the inaugural Canada-China Policy Dialogue hosted by Canada, in Ottawa in June 2009.

During her visit to China, Minister Aglukkaq discussed other health issues of concern including food safety and infectious diseases and signed a Letter of Intent re-affirming Canada's commitment to cooperate with China on issues related to consumer product safety. "These meetings are an excellent opportunity for Canada and China to enhance understanding of our respective priorities, to strengthen our collaboration in advancing our priorities, and to expand communication between experts and policy makers" said Minister Aglukkaq.



Canadian Tourism Mission to China in October 2010

The Honourable Rob Moore, Minister of State (Small Business and Tourism), will lead a mission to China this fall, accompanied by his provincial and territorial tourism counterparts. This mission comes at an opportune time to raise awareness of Canada as a tourist destination. In June 2010, Prime Minister Stephen Harper and President Hu Jintao witnessed the signing of a Memorandum of Understanding under which China granted Canada Approved Destination Status. Two months later, the first official tour groups from China stepped onto Canadian soil.

The mission will provide an opportunity for Canadian tourism leaders to experience Chinese hospitality while learning more about how best to improve our tourism offerings for the Chinese market. It will also help maximize business opportunities for Canadian industry through participation in the Canadian Tourism Commission’s Showcase Canada–Asia in Beijing (October 13–21) and strengthen Canada’s bilateral relationship with China.



Industrial and Commercial Bank of China Launches Operations in Canada

Industrial and Commercial Bank of China (ICBC), the largest commercial bank in China, recently launched retail and corporate banking operations in Canada. ICBC Canada will provide a business platform for ICBC to further expand into the Canadian market and strengthen its North American presence. The new bank will have a client base of around 10,000 retail and corporate customers and offer one-stop cross-regional financial services to customers based in both Canada and China.

Jiang Jianqing, chairman of ICBC, noted that Canada is one of the most important markets in the world. "One of Canada's strengths is the country's advanced and prudent financial regulatory system. With such a network in place, I am confident in the growth opportunities for our Canadian subsidiary in the years to come," he said.



 Launch of Tsai Chih-Chung's New Opus

Cartoonist and animator Tsai Chih-Chung is beloved around the world for his works which bring alive Chinese classics and Chinese philosophy.  Over a prolific career spanning four decades, his works have sold over 40 million copies and have been translated into a dozen languages.  But even his fans are unlikely to know that Tsai is a Canadian, "a citizen of the world" who now calls Vancouver home. 

On Sept. 7, the Embassy of Canada joined with the Commercial Press in celebrating the launch of Tsai Chih-Chung's new work - Tetralogy of the Oriental Universe -- in which he brings physics and cosmology to his readers.  At two lecture / book signings, attended by Chinese and international media, Mr. Tsai elaborated on his own research on contemporary science, and his goal of convincing readers that science and math are accessible to everyone, just as philosophy and literature are.



 Vancouver and Guangzhou Sign a Cooperation Agreement on Environment Protection and Green Economy

During his visit to Guangzhou, Mr. Gregor Robertson, Mayor of Vancouver, signed a Memorandum of Understanding on Environment Protection and Green Economy.  The agreement covers cooperation in the fields of clean energy, low-carbon research, infrastructure and transportation, and education and citizen awareness.  "Vancouver and Guangzhou are both devoted to developing a low-carbon economy. As Vancouver is becoming a global centre of low-carbon industry, it is a great pleasure to cooperate with Guangzhou in this field" said Mayor Robertson.

Canada commited to helping the world’s most vulnerable

Prime Minister Stephen Harper participated in the UN Millennium Development High Level Plenary in New York and pressed for countries to keep their promises to attain practical, durable development solutions, to deliver results on the Millennium Development Goals and to be accountable in doing so. “Our words here today must translate into simple realities like food on the table, improved health and a better life for children around the world”, said Prime Minister Harper. “Canada has a clear open and transparent record in this area and we’re proud of what we’ve accomplished.”

The Prime Minister used the opportunity to commit an additional $540 million over three years to the third voluntary replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria. This is in addition to a total of $978.4 million that Canada has committed and disbursed to the Global Fund since 2002.



Canada Appoints Chief Negotiator and Ambassador for Climate Change

On September 7, the Honourable Lawrence Cannon, Minister of Foreign Affairs, and the Honourable Jim Prentice, Minister of the Environment announced the appointment of Guy Saint-Jacques as chief negotiator and ambassador for climate change, effective immediately.

 “Our government is committed to working constructively to implement the Copenhagen Accord and to complete the negotiations for a comprehensive, legally binding post-2012 agreement,” said Minister Prentice. The chief negotiator will represent the Government of Canada at major international forums on climate change, including as the head of delegation to the United Nations Framework Convention on Climate Change in Mexico later this year.



Canada Pavilion Welcomes Its 4,500,000th Visitor at Expo 2010 in Shanghai

On September 14, the Canada Pavilion welcomed its 4,500,000th visitor at Expo 2010 in the presence of Dean Del Mastro, Parliamentary Secretary to the Minister of Canadian Heritage. This represents an attendance record for Canada in the last 40 years of participation in international exhibitions abroad.

"This achievement is evidence of Canada's successful participation in the most popular international exhibition ever", said the Honourable James Moore, Minister of Canadian Heritage and Official Languages.

Since its opening, the Canada Pavilion has been filled close to capacity every day since Expo 2010 opened on May 1 and draws nearly 35,000 visitors daily.

Canadian Banks Soundest in the World for the Third Consecutive Year

In its 2010-11 Global Competitiveness Report the World Economic Forum ranked Canada’s banking system as the soundest in the world for the third consecutive year. The report also noted that Canada benefits from highly efficient markets, well-functioning and transparent institutions and excellent infrastructure.

 “The strength of our financial sector is the result of a sound regulatory regime, including capital requirements for financial institutions that are well above minimum international standards and higher than in many other jurisdictions, and a more conservative risk appetite among financial institutions”’ said Canada’s Finance Minister Jim Flaherty. “Today’s ranking by the World Economic Forum is further evidence that Canada’s model does work and is an example to the world.”

The University of Toronto nabbed a spot among the top 20 universities in the world and eight other Canadian schools ranked within the top 200 in the Times Higher Education’s list of the world’s top universities for 2010-11. In what is arguably the most influential set of global university rankings, University of Toronto placed 17th overall, followed by University of British Columbia at 30th and McGill University at 35th. Other Canadian universities to rank were McMaster (93rd), Alberta (127th), Victoria (130th), l’Université de Montréal (138th), Dalhousie (193rd) and Simon Fraser (199th).

This year's rankings are the result of a major overhaul by Times Higher Education (THE), who partnered with Thomson Reuters to expand the range of data inputs in an effort to create the gold standard in international university performance comparisons.

40th Anniversary of Diplomatic Relations between Canada and the People’s Republic of China

Canada and the People’s Republic of China are celebrating this year 40 years diplomatic relations. In the lead up to the anniversary on October 13, the Canadian and Chinese governments will hold numerous cultural, academic, and commercial events to mark this historical moment. Canada welcomes first official Chinese tour groups

The first group of Chinese tourists arrived at the Vancouver International Airport on August 18, as the Government of Canada officially opened its doors under the Approved Destination Status (ADS) agreement with China.

“I’m delighted to be here to welcome our guests from China and to mark this important day for the Canadian tourism industry,” said Minister Day, President of the Treasury Board and Minister for the Asia-Pacific Gateway, who greeted the enthusiastic travellers upon their arrival.  “Now that Approved Destination Status between our two countries is fully operational, and with an expected 100 million international travellers from China overall by 2020, doors are opening to attract even more visitors from China.”

These first tour groups will explore the provinces of British Columbia, Alberta, Ontario and Quebec. They are accompanied by an official delegation of the China National Tourism Administration (CNTA) headed by Vice Chairman DU Jiang.   


 

Selwyn Closes CDN$100 Million Joint Venture Transaction with Chihong Zinc & Germanium

Canadian base metals exploration and development company Selwyn Resources Ltd. announced on August 18 a CDN$100 million joint venture transaction with Chihong Zinc & Germanium Co. Ltd. a Chinese State Owned Enterprise based in Kunming, China. Chihong owns and operates several zinc-lead mines in Yunnan province and a fully integrated zinc and lead metallurgical facility in Qujing, Yunnan.

Based in the Yukon and Northwest territories, the Selwyn project represents one of the largest undeveloped resources of zinc and lead in the world. It is both an exceptional development opportunity and a strategic asset that could provide a long term secure supply of zinc and lead to the Pacific region.



Canadian film wins the Jade Kunlun Special Jury Award at the 2010 World Mountain Documentary Festival of Qinghai (China)

Building upon their successful participation in the Sichuan TV Festival last Fall, Canada’s National Film Board participated in the 2010 World Mountain Documentary Festival of Qinghai, China. Canadian film “Carts of Darkness” won the Jade Kunlun Special Jury Award among more than 500 entries from 35 countries and regions. The theme of the Festival was sustainable culture, community-based development and environmental protection in mountain and upland areas.

Canada-China Forum on Migration and Identity held in Shanghai

The Canada-China Forum on Migration and Identity brought together more than 50 scholars and policy-makers in Shanghai to discuss challenges associated with domestic and international migration in Canada and China. Organized in collaboration between the Association for Canadian Studies (ACS), the Institute of Ethnology and Anthropology at the Chinese Academy for Social Sciences (CASS) and the Center for Canadian Public Policy Studies of Fudan, the Forum identified areas of common interest and established the basis for an ongoing dialogue between Canada and China on issues of migration and identity.

Canadian Communities attract foreign investment and create jobs

The Honourable Peter Van Loan, Canada’s Minister of International Trade announced $3 million to help Canadian communities attract foreign investment and create jobs under the Invest Canada – Community Initiatives program. The Invest Canada-Community Initiatives (ICCI) is one of the three components of the Global Commerce Support Program established in December 2008 to help Canadian communities attract, retain and expand foreign direct investment.



Nominations are open for the Vanier Canada Graduate Scholarships program

Eligible candidates are invited to apply to the 2011-2012 competition for the prestigious Vanier Canada Graduate Scholarships (Vanier CGS) program.  The deadline for participating universities to submit candidates' nominations to the granting agencies is October 20, 2010.

Canada is building world-class research capacity by recruiting top-tier doctoral students, both nationally and internationally, who will positively contribute to our economic, social and research-based growth for a prosperous future. To promote this world-class excellence, the Government of Canada has created the Vanier Canada Graduate Scholarships (Vanier CGS) program which aims to attract and retain outstanding doctoral students by supporting students who demonstrate both leadership skills and a high standard of scholarly achievement in graduate studies in social sciences and humanities, natural sciences and engineering, and health.



Minister Cannon Releases Canada’s Arctic Foreign Policy Statement

On August 20, the Honourable Lawrence Cannon, Minister of Foreign Affairs released the Statement on Canada’s Arctic Foreign Policy: Exercising Sovereignty and Promoting Canada’s Northern Strategy. The statement is the key international dimension of the government’s integrated Northern Strategy, which was launched in 2009. The statement sets out the actions that the government is taking to promote Canada’s interests in the North and articulates its priorities with respect to sovereignty, economic and social development, environmental protection and governance in the Arctic region. As a significant Arctic power, Canada will continue to show strong leadership and demonstrate responsible stewardship to build a region that is responsive to Canadian interests and values, as we prepare to assume the chair of the Arctic Council in 2013.

Prime Minister Stephen Harper also announced the building of a new Canadian High Arctic Research Station in Nunavut, as an integral part of Canada’s Northern Strategy.

Canada scores 7th in Best Countries Survey

According to a recently released Newsweek study, Canada ranks 7th among the globe’s top nations and first in the Americas. Newsweek’s first-ever Best Countries special issue chose five categories of national well-being – education, health, quality of life, economic competiveness, and political environment and compiled metrics within these categories across 100 nations. The "Canadian Century" Foreign Policy Magazine Thinks So

Foreign Policy article “The Canadian Century” presents a record of “what the United States could learn from its northern neighbour.” Among other accomplishments, the authors note that Canada’s average rate of economic growth between the years 1997 and 2007 averaged 3.3 percent, the highest average growth in the G7. During the same year period, the country’s employment growth was 2.1 percent, double what the United States achieved during the same period and, again, the highest growth rate in the G7. As for business investment, Canada outperformed the G7 almost every year.
