1. 上海外国语大学“加拿大研究项目组”喜获“加拿大研究发展项目” (Canadian Studies Program of Shanghai International Studies University Has Been Granted with “Canadian Studies Development Program”) 接加拿大驻华大使馆文化交流处通知,上海外国语大学“加拿大研究项目组”成功申请加拿大政府资助项目——“加拿大研究发展项目”(Canadian Studies Development Program)。该项目将为我校与多伦多大学开展双边对等交流提供学术平台和机遇。在此项目资助下,应我校“加拿大研究项目组”邀请,多伦多大学政治学系终身教授、加拿大著名外交学家、“G8项目”负责人John Kirton 教授;著名国际政治学学者、多伦多大学 “MUNK Center”“亚洲研究院”院长Joe Wong教授将分别于2007年12月15日-22日和2008年1月9日-12日访问我校。届时,Kirton 教授、Wong教授将分别在松江和虹口校区公开讲学,并将与我校研究人员开展“圆桌讨论”。Kirton 教授的演讲题目为:“强化全球治理:八国集团、中国、海利根达姆进程”(Strengthening Global Governance: The G8,China, the Heiligendamm Process and 2010)。演讲内容将围绕:a) The G8 structure, evolution and performance (with a little comparison to other plurilateral summit institutions such as the recent East Asian Summit and APEC); b)China's relationship with and role in the G8 since 1975; c)The recent "Heiligendamm Process", established at the 2007 G8 summit, which joined the G8 and its "outreach five" partners led by China in a structured dialogue on specified subjects for the next two years (through to 2009); d)The 2010 G8 summit hosted by Canada and what will happen then, including the emergence of a genuine "G13" with China that will reinforce, rival or replace the Bretton-Woods-UN architecture as the effective centre of global governance for the twenty first century world.Wong教授的演讲主题分别为:“对知识产业中的‘不确定性’的管理:以东亚生物技术产业为个案研究”(Managing Uncertainty in Knowledge Industries: The Case of Biotech in Industrial East Asia )和“制度与制度的目标:东亚社会政策改革”(Institutions and Institutional Purpose: Social Policy Reform in East Asia )。Kirton 教授与Wong教授在上外讲学期间,还将前往上海财经大学“加拿大研究中心”、复旦大学“美国研究中心”、上海国际问题研究所、苏州大学社会学院进行学术交流和学术讲座。届时,我项目组将对此进行后续报道。另,多伦多大学教授代表团一行将于2008年3月上旬访问我校。 (上海外国语大学“加拿大研究项目组”钱皓报道)“Canadian Studies Program”of Shanghai International Studies University is officially notified by Canadian Embassy in Beijing that their application for CSDP has been approved and will be granted to carry out a “Visiting Professors Program”. CSDP is to provide a platform and opportunity for the academic exchanges between Shanghai International Studies University and the University of Toronto. Under “CSDP” we have invited two Canadian scholars to visit China over 15-22/ 12/ 2007 and 9-12/01/2008, including Prof. John Kirton, from the Department of Political Science, the University of Toronto, a renowned diplomacy studies expert and chair of “G8 Program; and Prof. Joe Wong, Canada Research Chair in Political Science and Director, Asian Institute, University of TorontoProf. Kirton and Prof. Wong will lecture respectively at Songjiang campus and Hongkou campus of our university, and also have “round-table discussion” with the scholars of the university over the hot issues. Prof. Kirton’s lecture is "Strengthening Global Governance: The G8,China, the Heiligendamm Process and 2010”. 2. “亚太加拿大研究论坛”于2007年11月2日至3日在印度新德里召开会议 (Pacific Asia Network of Canadian Studies Held a Meeting in New Delhi,India on November 2-3,2007) 由印度加拿大研究会和尼赫鲁大学加拿大、美国及拉美研究中心联合主办的2007年“亚太加拿大研究论坛”于2007年11月2日到3日在印度首都新德里尼赫鲁大学隆重举行。“亚太加拿大研究论坛”这一会议形式酝酿于2006年召开的国际加拿大研究会会议上。今年4月2日, 来自亚太地区的代表齐聚香港,正式将这一会议命名为“亚太加拿大研究论坛”。其目的在于加强亚太地区加拿大研究学者的交流、合作以及培养青年学者。为此,“亚太加拿大研究论坛”定期举行亚太各加研会会长例会、组织研究生论坛等活动。目前,除了传统领域之外,“亚太加拿大研究论坛” 正在加强诸如人力资源管理、公共管理、法律、高新技术、发展援助、经济贸易和土著研究、媒体、人权、恐怖主义以及环境等领域的研究。这次研究会议得到了加拿大政府的大力资助,来自加拿大特使团的官员和来自印度、澳大利亚、中国、中国台湾、韩国、日本、以色列和新西兰等国家和地区的学者、研究生约50人参加了会议。11月1日晚,Kenneth Macaitney 先生代表加拿大特使团设鸡尾酒晚宴欢迎来自各方的代表。11月2日上午,来自各国和地区的加研会会长举行了会议,对上次香港举行的“亚太加拿大研究论坛”进行了回顾,讨论了2007-2008年度预算和活动计划,为将来的研究论坛做了妥善的安排。下午,与会代表介绍了各自加拿大研究的概况,并对如何进一步推动加拿大研究做了深入探讨。11月3日上午,亚太加拿大研究研究生论坛在热烈的掌声中开幕,亚太加研会轮值主席Stewart Gill教授主持了开幕式,印度加拿大研究会会长R. K. Dhawan教授致欢迎词。之后,共有10位研究生围绕着“亚太中的加拿大”这个主题作了精彩的主题发言并回答了听众的提问。研究生论坛结束后,Harish Narang 教授主持了主题为“加拿大研究的未来----年轻人的角色”的座谈。座谈会后,在Daniel Ben-Natan教授的主持下,B.M. Bhalla博士发表了热情洋溢的告别词,它对研究生的精彩演讲表示了祝贺,祝愿国际加拿大研究取得更大的成功。研究生论坛共分四个时段:第一时段由中国加研会会长、山东大学的郭继德教授主持。中国台湾世新大学英语系在读硕士研究生Chin-Jung Hsu女士首先做了题为“Japanese Canadian Women and their Life Experience in Hiromi Goto’s Chorus of Mushrooms”的发言。她首先简要介绍了Chorus of Mushrooms这部小说,然后以这本小说为例子,阐述了加拿大移民与文化同化的关系。第二个发言的是来自中国山东大学外语学院硕士研究生华翔同学,其发言的题目是“Imaginative Vision: The Apocalyptical Light in Frye’s Thought”。他阐述了Frye作品中的“富有想象力的远见”,并重新论述了在弗赖伊的思想原形、神话历史和文化意志等方面存在的主要问题。本时段最后一个发言的是来自日本东京法律专修学校的Eriko Tomotake 女士,她的发言题目是“Japan as Described in School Textbooks Published in Quebec in the 19th century”。她强调了过去的学校教材对于当代研究具有的重要意义,然后通过对魁北克历史以及19世纪魁北克学校教材的研究考察了19世纪日本和魁北克的关系。第二时段由来自中国台湾宜兰大学的Andy Leung教授主持。新西兰奥塔戈大学的政治学博士Stephan Haigh首先作了题为“Canada and Pacific Asia: A new Framework for Identity and Allegiance”的发言。他认为传统形式的国家在很大程度上可以控制国内社会,个人更多的是作为臣民而非公民而存在;而在全球化的情况下,人类共有的地球人意识与日俱增,地区和世界身份与国家争夺公民的忠诚。由此,Stephan Haigh博士提出了在这一背景下如何处理加拿大与亚太地区关系的问题,并且对建立超出国家的一个区域认同的可能性进行了探究。接着发言的是印度尼赫鲁大学研究员Thari Sitkil女士,题目为“Asymmetric Federalism: A Comparative Study of Quebec in Canada and Jammu and Kashmir in India”。她强调说印度和加拿大联邦主义都具有不对称性。在印度,印度宪法保证了喀什米尔人的特殊需要,而魁北克在加拿大的政府制度中也享有特殊的权利。第三时段的主持人是来自韩国忠南大学的Myung-Bae Yeom教授。第一个发言的是印度德里大学英语系的博士生Sumita Puri,题目是“The personal and the political in Margaret Atwood’s Poetry”。他强调了Margaret Atwood诗歌中的民族主义与女性主义色彩,认为她的诗歌表现了女性和土著居民寻找个人身份和加拿大人身份的诉求。第二个发言的是印度喀拉拉大学英语系的博士生Raj Mohan,题目是“Voices of Technological Hazards on Environment in Rudy Wiebe’s Oeuvre”。Raj Mohan认为,从Rudy Wiebe作品中可以看出他非常同情土著居民, Rudy Wiebe的作品也反映了欧美帝国主义和殖民主义给环境带来的技术灾难,揭露了人类破坏自然和文化特性而导致的噩梦般的后果。本时段最后一个出场的是韩国忠南大学英语系的硕士研究生Se Young Park女士,她论文的题目是“Study of Lexicon of Canadian English”。她指出,加拿大英语通过借用土著语言和法语和制造新词等而形成了在独特环境中所需要的英语词汇,这些词汇反映了加拿大的历史,文化和生活方式,对于保持加拿大文化的特性具有某些作用。 第四时段的主持人是日本国际大学的Yuki Shimomura教授。第一个发言的是中国福建师范大学社会历史学院的硕士研究生贺建涛,题目是“Hurricanes from The South: On the Americanization of Canada since World War Two”。他认为二战结束至今加拿大一直面临着美国大众文化在本国泛滥的巨大威胁,但同时他也指出,尽管加拿大在美国化这一问题上仍然面临着诸多问题和挑战,但美国化并不能改变加拿大的国民性、社会结构以及多元文化。以色列希伯来大学政治系的研究生Ofer Kenig作为本时段也是整个论坛的最后一个研究生演讲人登上讲台。他提交的论文题目是“Democratization of leadership Selection: Putting the Canadian Experience in Comparative Context”.他指出,近二十年来,加拿大许多政党的领导选举程序向更广泛的选举团代表开放,这种情形减弱了政党精英政治和寡头政治的发展趋势。纵观这两天的大会,笔者切实感受到了浓浓的学术氛围,正如印度加拿大研究会会长R.K.Dhawan教授所言,这次会议是一次成功的、富有成果的会议;相信这次会议的召开必定会对亚太地区的加拿大研究,尤其对于青年学者的加拿大研究具有积极而深远的意义。此外,部分与会代表参观了巴哈依教莲花寺、顾特卜高塔以及印度门等名胜古迹,感受了印度独特的历史与文化。根据亚太加拿大研究论坛安排,下一届的加拿大研究论坛将在澳大利亚昆士兰大学召开,时间为2008年7月1日到3日。最后,谨此感谢加拿大政府、加拿大驻华大使馆、中国加拿大研究会以及福建师大给予了我参加这次会议的宝贵机会。我相信并祝愿亚太加拿大研究论坛取得更大成功,祝福她的未来更加好。 (福建师大贺建涛供稿)Co-organized by Indian Association for Canadian Studies and Centre for Canadian, US and Latin America Studies of Jawaharlal Nehru University, India, the Pacific Asia Network of Canadian Studies (PANCS) held a meeting in New Delhi, India from November 2 to 3, 2007. The Pacific Asia Network of Canadian Studies (PANCS) was gestated at the 2006 ICCS meeting. On 2 April 2007, the delegates from this region met in Hong Kong and decided to name the network the Pacific Asia Network of Canadian Studies. Its purposes are to promote the communication among all the organizations of Canadian studies and foster the new scholars in this region. To reach these goals, the PANCS holds regular meetings of presidents or representatives of Canadian Studies Associations, organizes the workgroups on new themes for Canadian Studies and the annual Asia Pacific Student Seminar on Graduate Work in Canadian Studies. Now the PANCS is expanding Canadian Studies into new fields such as human resource development, public administration, law, integration and identity, new technologies, development aid, economics and trade, indigenous studies, media studies, human rights, terrorism, the environment etc. The Canadian government gave considerable financial support to this seminar. About 50 persons attended it, including the officers from Canadian High Commission, the scholars and postgraduates from India, Australia, China, China Taiwan, Israel, South Korea, Japan, New Zealand etc. On the evening of November 1, Mr. Kenneth Macaitney held a cocktail party to welcome delegates on behalf of Canadian High Commission. On the morning of November 2, presidents of each Association for Canadian Studies held a meeting during which they reviewed the last Pacific Asia Network of Canadian Studies held in Hong Kong, China, discussed the budget and activity program in 2007-2008, and made the arrangements for the coming seminar. In the afternoon, delegates briefed the development of Canadian studies in their countries and region and discussed how to promote the Canadian Studies. On the morning of November 3, the International Postgraduate Seminar on Canadian Studies began in the hot applause. Professor Steward Gill, Chairman on duty, presided over the opening ceremony; Professor R.K. Dhawan, President of Indian Association for Canadian Studies, made a salutatory. Then 10 postgraduates delivered the speeches on the topic of “Canada in the Asia Pacific” and answered the audience’s questions. After the postgraduates’ speeches, Professor Harish Narang chaired the panel discussion on “the Future of Canadian Studies: the Role of the Youth”. Finally, chaired by Israeli Professor Daniel Ben-Natan, Dr. B.M. Bhalla delivered a farewell speech in which he congratulated on the excellent speeches made by postgraduates, and wished a brighter future for Canadian Studies. The International Postgraduate Seminar on Canadian Studies included four sessions: The First Paper-Reading Session was chaired by Prof. Guo jide from Shandong University, who is President of Association for Canadian Studies in China. Ms. Chin-Jung Hsu, a Master students from English Department of Shih Hsin University in China Taiwan, first made a speech entitled “Japanese Canadian Women and their Life Experience in Hiromi Goto’s Chorus of Mushrooms”. After introducing the novel Chorus of Mushroom she showed how immigrants could be assimilated smoothly from one culture to another. The second speaker in this session was Mr. Huaxiang, a master student from School of Foreign Languages & Literature, Shandong University. His paper title was “Imaginative Vision: The Apocalyptical Light in Frye’s Thought”. He provided a clear demonstration of the “Imaginative Vision” in Frye’s work, and dealt with the issues in Frye studies, such as relations among Frye’s original shape of thought, legendary history and culture. The last speaker in this session was Ms. Eriko Tomotake from the Law School of Tokyo, Japan. The title of her speech is “Japan as Described in School Textbooks Published in Quebec in the 19th century”. She emphasized that old school textbooks had value for the generations today as sources of historical reference, and revealed the past relationship between Quebec and Japan through examining the history of Quebec and the textbooks published in the 19th century. The Second Paper-Reading Session was chaired by Professor Andy Leung, President of Association for Canadian Studies in China Taiwan. The first speaker was Mr. Stephan Haigh from University of Otago in New Zealand, a doctor in politics. His paper was entitled “Canada and Pacific Asia: A new Framework for Identity and Allegiance”. He pointed out that traditional states were largely able to envelop domestic societies and individuals were less citizens than subjects. However, globalization made a sense of the common global human condition to increase steadily, and regional and cosmopolitan identities can now more successfully compete for citizens’ allegiance. Based on this he raised a question about how to cope with the relationship between Canada and Asia Pacific region, and he also examined the possibilities of potentials for a larger regionalized identity. The following speaker was Ms. Thari Sitkil, a researcher at Jawaharlal Nehru University, India. Her paper title is “Asymmetric Federalism: A Comparative Study of Quebec in Canada and Jammu and Kashmir in India” which indicates that both Canada and India have special features of asymmetric federalism to address their ethnic and language citizens. She thinks Indian Constitution provides for special needs of the Kashmiris, and Quebec has gained special privileges for its development process and role in the polity.The Third Paper-Reading Session was chaired by Prof. Myung-Bae Yeom from Chungnam National University, South Korea, President of Association for Canadian Studies in Korea. The first speaker in this session was Mr. Sumita Puri, a Ph.D student from English Department of Delhli University, India. The title of his paper was “The personal and the political in Margaret Atwood’s Poetry”. He emphasized the nationalism and feminism in Margaret Atwood’s Poetry and thought her poetry gave voice to the quest for locating one’s identity both as an individual and as well as a Canadian. The second speaker was Mr. Raj Mohan, a Ph.D. student from University of Kerala, India. His paper title was “Voices of Technological Hazards on Environment in Rudy Wiebe’s Oeuvre”. He thought that Wiebe sympathized with the indigenous people and revealed technological hazards on environment as result of Euro-American imperialism and colonization. The last speaker at this session was Ms. Se Young Park, a Master students at English Department of Chungnam National University, South Korea. The title of her paper was “Study of Lexicon of Canadian English”. She pointed out that English Canadians have developed the vocabulary they needed in their special environment by borrowing from indigenous languages and from French, coining new words etc. The creation of lexical Canadianisms reflects Canadians’ history, culture and general way of life, such a feature is helpful to maintain Canadian identity to some degree. The Fourth Paper-Reading Session was chaired by Professor Yuki Shimomura, President of Association for Canadian Studies in Japan. The first speaker in this session was Mr. He Jiantao, a Master student from Fujian Normal University, China. The title of his paper was “Hurricanes from The South: On the Americanization of Canada since World War Two”. He pointed out that it is very difficult for Canada to avoid the influences of the U.S.A. However, he does not believes that Canada will be engulfed by American culture and therefore lose its national identity that has been handed down from generation to generation, for Americanization has not changed Canada’s unique national characters, its social structure and the pluralism of culture.The last speaker of this session and also whole Seminar was Mr. Ofer Kenig, a Master student from Department of Political Science of Hebrew University, Israel. His paper title was “Democratization of leadership Selection: Putting the Canadian Experience in Comparative Context”. He concluded that over the last two decades many Canadian parties opened their leadership selection procedure to wider selection bodies (selectorates) and such a step was expected to reduce the parties’ elitist and oligarchic tendencies. The rich academic atmosphere could be felt everywhere in the seminar. Just as Professor R.K. Dhawan spoke in his welcome speech, this seminar is a meaningful and productive one; it will serve as an impetus to young Canadianists in the Asia Pacific region, and the whole Canadian Studies will be prompted greatly too.During their stay in India some delegates visited several places of historical interest in New Delhi such as Bahai Temple (also called Lotus temple), Minar Qutb Minar and Indian Gate.According to the arrangement, the next PANCS will be held at University of Queensland, Australia from July 1st to July 3rd , 2008At last, I would like to express my sincere thanks to the Canadian government, the Canadian Embassy in Beijing, Association for Canadian Studies in China and Fujian Normal University for giving me such a precious opportunity. 3. 关于遴选优秀加拿大研究论文在《历史教学》杂志刊发的通知(Call for Excellent Papers on Canadian Studies to be Published in Journal of History Teaching) 长期以来,我会一直缺乏合适的渠道和刊物发表加拿大研究主题的学术论文,尤其是一些年轻学者所撰写的加拿大主题的论文,由于各种原因,更是难以在像样的学术刊物上发表。而如今许多学校要求核心刊物文章作为各种评审的依据,这种困境也一定意义上制约了年轻学者研究加拿大问题和撰写加拿大主题论文的热情,影响我会学术后继人才的培养。经过多方努力,我会最近与《历史教学》杂志社初步协议建立学术合作关系,由它们按照主题或不定期为我会刊发一定量的关于加拿大研究主题的优秀学术论文。《历史教学》是中国学术界所公认的中文核心学术期刊,所刊发文章涉及历史、文化、教育、政治、环境、国际关系和理论、中外关系、华人、土著问题、经济等多个领域,覆盖面较广,与我会的大多数会员的研究领域能够较好地结合。研究会为了便利于今后合作关系的推广和继续,特成立了稿件组织和遴选委员会,遴选一批学术论文推荐给《历史教学》杂志社,特向全国会员征稿,望大家不吝赐稿。论文遴选原则:1. 首先是学术性、科学性和规范性。论文要在深入研究问题和广泛占有材料的基础上认真构思而成,谢绝应时之作。2. 本次活动的主旨是为优秀的年轻学者提供一个发表优秀作品的平台,评选中向年轻人倾斜,尤其欢迎应届博士生的研究文章。3. 因为初次刊发,适当照顾学科平衡和地域平衡。文章提交中应注意的问题:1. 为了提高评审和刊发的效率,请作者严格按照《历史教学》杂志社所要求的论文格式修改文章,控制在8000字以内,向秘书处提交欲刊发文章的电子文档。2. 论文提交邮箱:weilisdu@sdu.edu.cn; fush@nankai.edu.cn; acsc12@163.com; 秘书处将根据文章收到的顺序组织本会和相关领域专家对文章进行匿名评审,凡是得到通过的文章将会及时得到秘书处的通知。3. 本项活动已经得到加拿大大使馆的资助,《历史教学》不向会员或作者收取版免费。4. 有什么疑问,可向秘书处李巍老师咨询。 研究会秘书处 2007年10月30日 For a long time the ASCS has not had a journal to publish academic articles on Canadian studies and it is difficult for Canadianists in China, especially younger scholars, to have their research results published in journals at higher level. This hinders the association in detecting and fostering young Canadianists in China. After many efforts the association has primarily established a cooperation relationship with The Journal of History Teaching which will publish some articles on Canadian studies contributed by members of the ACSC. The Journal of History Teaching is one of the key journals in China and publishes articles on history, culture, education, politics, environment protection, international relations and theories, overseas Chinese, economics etc.The ACSC has established a committee to select and recommend to the journal the papers written by ACSC members and is now making call for papers of high quality and based on extensive research. The committee will be in favor young scholars and therefore Ph.D students’ papers are especially welcome. Since it is the first time for ACSC to make such cooperation with the journal, the published articles will be balanced in terms of subjects and authours’ geographical location. Contributors are required to edit their papers in accordance with the format of The Journal of History Teaching and the length is no more than eight thousands Chinese characters. 1. 上海外国语大学“加拿大研究项目组”喜获“加拿大研究发展项目” (Canadian Studies Program of Shanghai International Studies University Has Been Granted with “Canadian Studies Development Program”) 接加拿大驻华大使馆文化交流处通知,上海外国语大学“加拿大研究项目组”成功申请加拿大政府资助项目——“加拿大研究发展项目”(Canadian Studies Development Program)。该项目将为我校与多伦多大学开展双边对等交流提供学术平台和机遇。在此项目资助下,应我校“加拿大研究项目组”邀请,多伦多大学政治学系终身教授、加拿大著名外交学家、“G8项目”负责人John Kirton 教授;著名国际政治学学者、多伦多大学 “MUNK Center”“亚洲研究院”院长Joe Wong教授将分别于2007年12月15日-22日和2008年1月9日-12日访问我校。届时,Kirton 教授、Wong教授将分别在松江和虹口校区公开讲学,并将与我校研究人员开展“圆桌讨论”。Kirton 教授的演讲题目为:“强化全球治理:八国集团、中国、海利根达姆进程”(Strengthening Global Governance: The G8,China, the Heiligendamm Process and 2010)。演讲内容将围绕:a) The G8 structure, evolution and performance (with a little comparison to other plurilateral summit institutions such as the recent East Asian Summit and APEC); b)China's relationship with and role in the G8 since 1975; c)The recent "Heiligendamm Process", established at the 2007 G8 summit, which joined the G8 and its "outreach five" partners led by China in a structured dialogue on specified subjects for the next two years (through to 2009); d)The 2010 G8 summit hosted by Canada and what will happen then, including the emergence of a genuine "G13" with China that will reinforce, rival or replace the Bretton-Woods-UN architecture as the effective centre of global governance for the twenty first century world.Wong教授的演讲主题分别为:“对知识产业中的‘不确定性’的管理:以东亚生物技术产业为个案研究”(Managing Uncertainty in Knowledge Industries: The Case of Biotech in Industrial East Asia )和“制度与制度的目标:东亚社会政策改革”(Institutions and Institutional Purpose: Social Policy Reform in East Asia )。Kirton 教授与Wong教授在上外讲学期间,还将前往上海财经大学“加拿大研究中心”、复旦大学“美国研究中心”、上海国际问题研究所、苏州大学社会学院进行学术交流和学术讲座。届时,我项目组将对此进行后续报道。另,多伦多大学教授代表团一行将于2008年3月上旬访问我校。 (上海外国语大学“加拿大研究项目组”钱皓报道)“Canadian Studies Program”of Shanghai International Studies University is officially notified by Canadian Embassy in Beijing that their application for CSDP has been approved and will be granted to carry out a “Visiting Professors Program”. CSDP is to provide a platform and opportunity for the academic exchanges between Shanghai International Studies University and the University of Toronto. Under “CSDP” we have invited two Canadian scholars to visit China over 15-22/ 12/ 2007 and 9-12/01/2008, including Prof. John Kirton, from the Department of Political Science, the University of Toronto, a renowned diplomacy studies expert and chair of “G8 Program; and Prof. Joe Wong, Canada Research Chair in Political Science and Director, Asian Institute, University of TorontoProf. Kirton and Prof. Wong will lecture respectively at Songjiang campus and Hongkou campus of our university, and also have “round-table discussion” with the scholars of the university over the hot issues. Prof. Kirton’s lecture is "Strengthening Global Governance: The G8,China, the Heiligendamm Process and 2010”. 2. “亚太加拿大研究论坛”于2007年11月2日至3日在印度新德里召开会议 (Pacific Asia Network of Canadian Studies Held a Meeting in New Delhi,India on November 2-3,2007) 由印度加拿大研究会和尼赫鲁大学加拿大、美国及拉美研究中心联合主办的2007年“亚太加拿大研究论坛”于2007年11月2日到3日在印度首都新德里尼赫鲁大学隆重举行。“亚太加拿大研究论坛”这一会议形式酝酿于2006年召开的国际加拿大研究会会议上。今年4月2日, 来自亚太地区的代表齐聚香港,正式将这一会议命名为“亚太加拿大研究论坛”。其目的在于加强亚太地区加拿大研究学者的交流、合作以及培养青年学者。为此,“亚太加拿大研究论坛”定期举行亚太各加研会会长例会、组织研究生论坛等活动。目前,除了传统领域之外,“亚太加拿大研究论坛” 正在加强诸如人力资源管理、公共管理、法律、高新技术、发展援助、经济贸易和土著研究、媒体、人权、恐怖主义以及环境等领域的研究。这次研究会议得到了加拿大政府的大力资助,来自加拿大特使团的官员和来自印度、澳大利亚、中国、中国台湾、韩国、日本、以色列和新西兰等国家和地区的学者、研究生约50人参加了会议。11月1日晚,Kenneth Macaitney 先生代表加拿大特使团设鸡尾酒晚宴欢迎来自各方的代表。11月2日上午,来自各国和地区的加研会会长举行了会议,对上次香港举行的“亚太加拿大研究论坛”进行了回顾,讨论了2007-2008年度预算和活动计划,为将来的研究论坛做了妥善的安排。下午,与会代表介绍了各自加拿大研究的概况,并对如何进一步推动加拿大研究做了深入探讨。11月3日上午,亚太加拿大研究研究生论坛在热烈的掌声中开幕,亚太加研会轮值主席Stewart Gill教授主持了开幕式,印度加拿大研究会会长R. K. Dhawan教授致欢迎词。之后,共有10位研究生围绕着“亚太中的加拿大”这个主题作了精彩的主题发言并回答了听众的提问。研究生论坛结束后,Harish Narang 教授主持了主题为“加拿大研究的未来----年轻人的角色”的座谈。座谈会后,在Daniel Ben-Natan教授的主持下,B.M. Bhalla博士发表了热情洋溢的告别词,它对研究生的精彩演讲表示了祝贺,祝愿国际加拿大研究取得更大的成功。研究生论坛共分四个时段:第一时段由中国加研会会长、山东大学的郭继德教授主持。中国台湾世新大学英语系在读硕士研究生Chin-Jung Hsu女士首先做了题为“Japanese Canadian Women and their Life Experience in Hiromi Goto’s Chorus of Mushrooms”的发言。她首先简要介绍了Chorus of Mushrooms这部小说,然后以这本小说为例子,阐述了加拿大移民与文化同化的关系。第二个发言的是来自中国山东大学外语学院硕士研究生华翔同学,其发言的题目是“Imaginative Vision: The Apocalyptical Light in Frye’s Thought”。他阐述了Frye作品中的“富有想象力的远见”,并重新论述了在弗赖伊的思想原形、神话历史和文化意志等方面存在的主要问题。本时段最后一个发言的是来自日本东京法律专修学校的Eriko Tomotake 女士,她的发言题目是“Japan as Described in School Textbooks Published in Quebec in the 19th century”。她强调了过去的学校教材对于当代研究具有的重要意义,然后通过对魁北克历史以及19世纪魁北克学校教材的研究考察了19世纪日本和魁北克的关系。第二时段由来自中国台湾宜兰大学的Andy Leung教授主持。新西兰奥塔戈大学的政治学博士Stephan Haigh首先作了题为“Canada and Pacific Asia: A new Framework for Identity and Allegiance”的发言。他认为传统形式的国家在很大程度上可以控制国内社会,个人更多的是作为臣民而非公民而存在;而在全球化的情况下,人类共有的地球人意识与日俱增,地区和世界身份与国家争夺公民的忠诚。由此,Stephan Haigh博士提出了在这一背景下如何处理加拿大与亚太地区关系的问题,并且对建立超出国家的一个区域认同的可能性进行了探究。接着发言的是印度尼赫鲁大学研究员Thari Sitkil女士,题目为“Asymmetric Federalism: A Comparative Study of Quebec in Canada and Jammu and Kashmir in India”。她强调说印度和加拿大联邦主义都具有不对称性。在印度,印度宪法保证了喀什米尔人的特殊需要,而魁北克在加拿大的政府制度中也享有特殊的权利。第三时段的主持人是来自韩国忠南大学的Myung-Bae Yeom教授。第一个发言的是印度德里大学英语系的博士生Sumita Puri,题目是“The personal and the political in Margaret Atwood’s Poetry”。他强调了Margaret Atwood诗歌中的民族主义与女性主义色彩,认为她的诗歌表现了女性和土著居民寻找个人身份和加拿大人身份的诉求。第二个发言的是印度喀拉拉大学英语系的博士生Raj Mohan,题目是“Voices of Technological Hazards on Environment in Rudy Wiebe’s Oeuvre”。Raj Mohan认为,从Rudy Wiebe作品中可以看出他非常同情土著居民, Rudy Wiebe的作品也反映了欧美帝国主义和殖民主义给环境带来的技术灾难,揭露了人类破坏自然和文化特性而导致的噩梦般的后果。本时段最后一个出场的是韩国忠南大学英语系的硕士研究生Se Young Park女士,她论文的题目是“Study of Lexicon of Canadian English”。她指出,加拿大英语通过借用土著语言和法语和制造新词等而形成了在独特环境中所需要的英语词汇,这些词汇反映了加拿大的历史,文化和生活方式,对于保持加拿大文化的特性具有某些作用。 第四时段的主持人是日本国际大学的Yuki Shimomura教授。第一个发言的是中国福建师范大学社会历史学院的硕士研究生贺建涛,题目是“Hurricanes from The South: On the Americanization of Canada since World War Two”。他认为二战结束至今加拿大一直面临着美国大众文化在本国泛滥的巨大威胁,但同时他也指出,尽管加拿大在美国化这一问题上仍然面临着诸多问题和挑战,但美国化并不能改变加拿大的国民性、社会结构以及多元文化。以色列希伯来大学政治系的研究生Ofer Kenig作为本时段也是整个论坛的最后一个研究生演讲人登上讲台。他提交的论文题目是“Democratization of leadership Selection: Putting the Canadian Experience in Comparative Context”.他指出,近二十年来,加拿大许多政党的领导选举程序向更广泛的选举团代表开放,这种情形减弱了政党精英政治和寡头政治的发展趋势。纵观这两天的大会,笔者切实感受到了浓浓的学术氛围,正如印度加拿大研究会会长R.K.Dhawan教授所言,这次会议是一次成功的、富有成果的会议;相信这次会议的召开必定会对亚太地区的加拿大研究,尤其对于青年学者的加拿大研究具有积极而深远的意义。此外,部分与会代表参观了巴哈依教莲花寺、顾特卜高塔以及印度门等名胜古迹,感受了印度独特的历史与文化。根据亚太加拿大研究论坛安排,下一届的加拿大研究论坛将在澳大利亚昆士兰大学召开,时间为2008年7月1日到3日。最后,谨此感谢加拿大政府、加拿大驻华大使馆、中国加拿大研究会以及福建师大给予了我参加这次会议的宝贵机会。我相信并祝愿亚太加拿大研究论坛取得更大成功,祝福她的未来更加好。 (福建师大贺建涛供稿)Co-organized by Indian Association for Canadian Studies and Centre for Canadian, US and Latin America Studies of Jawaharlal Nehru University, India, the Pacific Asia Network of Canadian Studies (PANCS) held a meeting in New Delhi, India from November 2 to 3, 2007. The Pacific Asia Network of Canadian Studies (PANCS) was gestated at the 2006 ICCS meeting. On 2 April 2007, the delegates from this region met in Hong Kong and decided to name the network the Pacific Asia Network of Canadian Studies. Its purposes are to promote the communication among all the organizations of Canadian studies and foster the new scholars in this region. To reach these goals, the PANCS holds regular meetings of presidents or representatives of Canadian Studies Associations, organizes the workgroups on new themes for Canadian Studies and the annual Asia Pacific Student Seminar on Graduate Work in Canadian Studies. Now the PANCS is expanding Canadian Studies into new fields such as human resource development, public administration, law, integration and identity, new technologies, development aid, economics and trade, indigenous studies, media studies, human rights, terrorism, the environment etc. The Canadian government gave considerable financial support to this seminar. About 50 persons attended it, including the officers from Canadian High Commission, the scholars and postgraduates from India, Australia, China, China Taiwan, Israel, South Korea, Japan, New Zealand etc. On the evening of November 1, Mr. Kenneth Macaitney held a cocktail party to welcome delegates on behalf of Canadian High Commission. On the morning of November 2, presidents of each Association for Canadian Studies held a meeting during which they reviewed the last Pacific Asia Network of Canadian Studies held in Hong Kong, China, discussed the budget and activity program in 2007-2008, and made the arrangements for the coming seminar. In the afternoon, delegates briefed the development of Canadian studies in their countries and region and discussed how to promote the Canadian Studies. On the morning of November 3, the International Postgraduate Seminar on Canadian Studies began in the hot applause. Professor Steward Gill, Chairman on duty, presided over the opening ceremony; Professor R.K. Dhawan, President of Indian Association for Canadian Studies, made a salutatory. Then 10 postgraduates delivered the speeches on the topic of “Canada in the Asia Pacific” and answered the audience’s questions. After the postgraduates’ speeches, Professor Harish Narang chaired the panel discussion on “the Future of Canadian Studies: the Role of the Youth”. Finally, chaired by Israeli Professor Daniel Ben-Natan, Dr. B.M. Bhalla delivered a farewell speech in which he congratulated on the excellent speeches made by postgraduates, and wished a brighter future for Canadian Studies. The International Postgraduate Seminar on Canadian Studies included four sessions: The First Paper-Reading Session was chaired by Prof. Guo jide from Shandong University, who is President of Association for Canadian Studies in China. Ms. Chin-Jung Hsu, a Master students from English Department of Shih Hsin University in China Taiwan, first made a speech entitled “Japanese Canadian Women and their Life Experience in Hiromi Goto’s Chorus of Mushrooms”. After introducing the novel Chorus of Mushroom she showed how immigrants could be assimilated smoothly from one culture to another. The second speaker in this session was Mr. Huaxiang, a master student from School of Foreign Languages & Literature, Shandong University. His paper title was “Imaginative Vision: The Apocalyptical Light in Frye’s Thought”. He provided a clear demonstration of the “Imaginative Vision” in Frye’s work, and dealt with the issues in Frye studies, such as relations among Frye’s original shape of thought, legendary history and culture. The last speaker in this session was Ms. Eriko Tomotake from the Law School of Tokyo, Japan. The title of her speech is “Japan as Described in School Textbooks Published in Quebec in the 19th century”. She emphasized that old school textbooks had value for the generations today as sources of historical reference, and revealed the past relationship between Quebec and Japan through examining the history of Quebec and the textbooks published in the 19th century. The Second Paper-Reading Session was chaired by Professor Andy Leung, President of Association for Canadian Studies in China Taiwan. The first speaker was Mr. Stephan Haigh from University of Otago in New Zealand, a doctor in politics. His paper was entitled “Canada and Pacific Asia: A new Framework for Identity and Allegiance”. He pointed out that traditional states were largely able to envelop domestic societies and individuals were less citizens than subjects. However, globalization made a sense of the common global human condition to increase steadily, and regional and cosmopolitan identities can now more successfully compete for citizens’ allegiance. Based on this he raised a question about how to cope with the relationship between Canada and Asia Pacific region, and he also examined the possibilities of potentials for a larger regionalized identity. The following speaker was Ms. Thari Sitkil, a researcher at Jawaharlal Nehru University, India. Her paper title is “Asymmetric Federalism: A Comparative Study of Quebec in Canada and Jammu and Kashmir in India” which indicates that both Canada and India have special features of asymmetric federalism to address their ethnic and language citizens. She thinks Indian Constitution provides for special needs of the Kashmiris, and Quebec has gained special privileges for its development process and role in the polity.The Third Paper-Reading Session was chaired by Prof. Myung-Bae Yeom from Chungnam National University, South Korea, President of Association for Canadian Studies in Korea. The first speaker in this session was Mr. Sumita Puri, a Ph.D student from English Department of Delhli University, India. The title of his paper was “The personal and the political in Margaret Atwood’s Poetry”. He emphasized the nationalism and feminism in Margaret Atwood’s Poetry and thought her poetry gave voice to the quest for locating one’s identity both as an individual and as well as a Canadian. The second speaker was Mr. Raj Mohan, a Ph.D. student from University of Kerala, India. His paper title was “Voices of Technological Hazards on Environment in Rudy Wiebe’s Oeuvre”. He thought that Wiebe sympathized with the indigenous people and revealed technological hazards on environment as result of Euro-American imperialism and colonization. The last speaker at this session was Ms. Se Young Park, a Master students at English Department of Chungnam National University, South Korea. The title of her paper was “Study of Lexicon of Canadian English”. She pointed out that English Canadians have developed the vocabulary they needed in their special environment by borrowing from indigenous languages and from French, coining new words etc. The creation of lexical Canadianisms reflects Canadians’ history, culture and general way of life, such a feature is helpful to maintain Canadian identity to some degree. The Fourth Paper-Reading Session was chaired by Professor Yuki Shimomura, President of Association for Canadian Studies in Japan. The first speaker in this session was Mr. He Jiantao, a Master student from Fujian Normal University, China. The title of his paper was “Hurricanes from The South: On the Americanization of Canada since World War Two”. He pointed out that it is very difficult for Canada to avoid the influences of the U.S.A. However, he does not believes that Canada will be engulfed by American culture and therefore lose its national identity that has been handed down from generation to generation, for Americanization has not changed Canada’s unique national characters, its social structure and the pluralism of culture.The last speaker of this session and also whole Seminar was Mr. Ofer Kenig, a Master student from Department of Political Science of Hebrew University, Israel. His paper title was “Democratization of leadership Selection: Putting the Canadian Experience in Comparative Context”. He concluded that over the last two decades many Canadian parties opened their leadership selection procedure to wider selection bodies (selectorates) and such a step was expected to reduce the parties’ elitist and oligarchic tendencies. The rich academic atmosphere could be felt everywhere in the seminar. Just as Professor R.K. Dhawan spoke in his welcome speech, this seminar is a meaningful and productive one; it will serve as an impetus to young Canadianists in the Asia Pacific region, and the whole Canadian Studies will be prompted greatly too.During their stay in India some delegates visited several places of historical interest in New Delhi such as Bahai Temple (also called Lotus temple), Minar Qutb Minar and Indian Gate.According to the arrangement, the next PANCS will be held at University of Queensland, Australia from July 1st to July 3rd , 2008At last, I would like to express my sincere thanks to the Canadian government, the Canadian Embassy in Beijing, Association for Canadian Studies in China and Fujian Normal University for giving me such a precious opportunity. This hinders the association in detecting and fostering young Canadianists in China. After many efforts the association has primarily established a cooperation relationship with The Journal of History Teaching which will publish some articles on Canadian studies contributed by members of the ACSC. The Journal of History Teaching is one of the key journals in China and publishes articles on history, culture, education, politics, environment protection, international relations and theories, overseas Chinese, economics etc.The ACSC has established a committee to select and recommend to the journal the papers written by ACSC members and is now making call for papers of high quality and based on extensive research. The committee will be in favor young scholars and therefore Ph.D students’ papers are especially welcome. Since it is the first time for ACSC to make such cooperation with the journal, the published articles will be balanced in terms of subjects and authours’ geographical location. Contributors are required to edit their papers in accordance with the format of The Journal of History Teaching and the length is no more than eight thousands Chinese characters.
