第37期 8/26/ 2007  中国加拿大研究会通讯 The Association for Canadian Studies in China Newsletter 　=> 1.  中国加研会第12届常务理事第一次会议于2007年8月17日在山东大学召开（The 12th Standing Council of the ACSC Had its first meeting at Shandong University on August 17, 2007）  2007年8月17日在山东大学召开了中国加拿大研究会第12届常务理事第一次会议，多数常务理事拨冗参加。会议主要就以下几个问题进行了讨论，取得了一致的意见。  1．如何根据加拿大政府资助精神开展今后的活动。近年来，加拿大政府对中国加拿大研究活动的重点资助，逐渐转向与研究加拿大与和平安全、经济、民主与法制，多样性管理与环境保护等课题。同时，加拿大政府还提倡更多的青年学者加入加拿大研究，鼓励中加学术机构之间的合作。针对这种倾向，大家一致认为，这些研究领域对中国的发展具有借鉴意义，同时为了获得活动资金上的保障，中国的加拿大研究整体上应当从传统领域向着新的方向转变；加研会应当注意成立与发展以研究上述领域为重点的新的中心；各个中心在建设中应当加强对研究后备军――年轻学者的培养。2．同意加研会与《历史教学》社进行为期一年的合作，认为它可以在一定程度上弥补中国没有加拿大研究的正式刊物的缺憾，提高中国加拿大研究的水平。3．决定2008年将举行第二届加拿大研究学者成果评奖活动。具体事项将于2007年年底在加拿大研究通讯上公布。4．经过讨论，一致同意增补中国社科院加拿大研究中心的姜芃教授为中国加研会的副会长。5．根据各中心的推荐的名单以及最近向加拿大大使馆和中国加研会提供的信息，会议批准组成了中国加研会12届理事会。常务理事会对一些中心的理事名额进行了调整，决定一些情况不明的加研中心的理事暂空，待人选明确后再行增补（理事会名单见附件）。（加研会秘书处供稿）On August 17, 2007, The 12th Standing Council of the ACSC had the first meeting at Shandong University with most of the members showing up. After discussing they agreed on the following issues. 1. Since Canadian government has recently identified some priorities that will be taken into account when allocating resources through various Canadian studies program, the ACSC should encourage some of its members to adjust to such areas related to Canada as peace and security, North America partnership, economic development, democracy and rule of law, managing diversity and environment. Staying in these areas we can draw some experiences from Canada’s practice while acquiring the necessary financial support. The ACSC should also pay attention to the establishing and developing Canadian studies centres which focus on these areas, and each centre should have increasingly more young scholars to conduct teaching or research on Canadian studies.2． The ACSC is going to cooperate with The Journal of History Teaching for one year which will publish articles on Canadian studies on the condition of getting some financial support. This action will make up to some extent the loss caused by the lack of an formal journal for Canadian studies in China, and raise research and teaching level on Canadian studies. 3. The ACSC will carry out the second round of activity to select among scholars the excellent works on Canadian studies in 2008. The detailed proceedings will be announced at the end of 2007 in the Newsletter. 4. The Standing Council elected Prof. Jiang Peng at Canadian Studies Centre, CASS as Vice-President of the ACSC.5．The Standing Council approved the formation of 12th Council of the ACSC, whose members are based on the candidates recommended by centres and the updated information submitted to Canadian Embassy in Beijing and the ACSC. For some centres the quota of the member is reduced and for some others the member’s name is vacant temporarily until the right person is selected (see the attached member list.（From Secretariat of ACSC） 　=> 2.  Pacific Asia Network of Canadian Studies Held a Representatives Meeting in Hong Kong While a Seminar “Postgraduate Research on Canada in the Asia-Pacific” was Going on.  In order to foster linkages, encourage new research and develop an Asia Pacific dimension of Canadian Studies, Pacific Asia Network of Canadian Studies (PANCS) was formed in 2006. The structure of PANCS is open and flexible, with a rotating chair drawn from each of the member associations. Among PANCS's regular activities are meetings of representatives of the member associations, joint events (including conferences, seminars and lecture tours), an annual Asia Pacific seminar on graduate work in Canadian Studies, and publications of proceedings. In Hong Kong PANCS Network Representatives Meeting was held in April 2007 and Prof. Guo Jide, the President of the ASCS attended it. At the same time a seminar “Postgraduate Research on Canada in the Asia-Pacific” was also held in Hong Kong and some of the participants came from mainland China. The seminar showcased current postgraduate research on Canada in the Asia Pacific region. For details see the attached homepage of temporary PANCS web-site and visit it at http://www.acsanz.org.au/pancs/        　=> 3.  民族出版社召开“中国－加拿大研究丛书”新闻发布会（The Ethnic Publishing House Hold a Press Conference for “China’s Canadian Studies Monographic Series” ）      2007年5月10下午，民族出版社在京召开了“中国－加拿大研究丛书”新闻发布会。出席会议的有加拿大驻华大使馆公使柯菲普先生、民族出版社社长兼总编禹宾熙先生、国家民委外事司副司长吴金光先生、中国加拿大研究会副会长冯建文教授，以及有关加拿大研究中心负责人、加拿大研究学者、有关方面代表、新闻记者等一百多人。 柯菲普公使高度评价了“中国－加拿大研究丛书”的重大意义和深远影响，表示要继续支持这套丛书。禹宾熙社长表示民族出版社将继续出版这套丛书，把它做成一项精品工程。吴金光副司长代表国家民委致了贺词，盛赞这套丛书为两国之间和各民族之间的交流起到的推动作用。冯建文教授代表中国加拿大研究会向民族出版社和这套丛书的编辑深表感谢，感谢大使馆对这套丛书有力的财政支持。“中国－加拿大研究丛书”的主编、中国加拿大研究会顾问、北京大学杨立文教授代表丛书编委会讲了话，尤其回顾了丛书中由他主编的《加拿大掠影》丛书和后来作为中国加拿大研究会会刊、每两年一次的年会论文集《加拿大研究》的编辑、出版历程，展望了《加拿大研究》的发展前景。“中国－加拿大研究丛书”的负责人、民族出版社审校室主任、编审安平平女士用幻灯投影向大家展示了丛书”的编辑、出版、发行、交流、影响等方面的情况，受到大家的一致好评和高度赞扬，认为这是中、加文化交流史上的一项重大成果，标志着我国的加拿大研究进入了新的发展阶段。（冯建文供稿）The Ethnic Publishing House held a press conference for “China’s Canadian Studies Monographic Series” in Beijing on the afternoon of May 10, 2007. A hundred persons attend it including Mr. Phil Calvert, Minister of Canadian Embassy in Beijing, Chief Editor Yu Binxi, Ethnic Publishing House, Mr. Wu Jinguang, Deputy Director of Department of Foreign Relations, State Ethnic Affairs Commission, Prof. Feng Jianwen, Vice-President of the ACSC, directors of some Canadian studies centres, scholars and reporters. Pointing out their significance and influence Minister Phil Calvert thought well of “China’s Canadian Studies Monographic Series” and indicated that Canadian Embassy would continue give financial support to them. Chief Editor Yu Binxi expressed his determination to keep on publishing the book and make them the excellent book in China. Deputy Director Wu Zuguang on behalf of State Ethnic Affairs Commission delivered congratulations to the conference and highly praised the role the book played in promoting the exchanges between the peoples in both countries. Vice-President Feng Jianwen, on behalf of the ACCS, expressed sincere gratitude to the publishing house and the editor for publishing the book, and also to Canadian Embassy for their financial support. On behalf of the Compiling Committee of the book Prof. Yang Liwen from Beijing University gave a speech. He recalled the process of his compiling a series of books from Canadian Glimpse to Canadian Studies which were all published by Ethnic Publishing House as a part of the “China’s Canadian Studies Monographic Series”. Ms. An Pingping, Director of Proofreading Division who is in charge of editing the book used lantern slides to show the book’s editing, publishing, issue and influence. All the participants thought the book was one of the important achievements in history of Sino-Canadian cultural exchange and symbol of new development of Canadian studies in China. (Translated by Secretariat of ACSC)  　=>4. “中国－加拿大政府治理比较论坛”在天津召开（“Forum of Comparison between Chinese and Canadian Administration was Held in Tianjin） 由2007年6月１—３日，由天津市社会科学界联合会、中国加拿大研究会秘书处主办，《理论与现代化》杂志社、南开大学加拿大研究中心、天津师范大学加拿大研究中心、《中共天津市委党校学报》编辑部协办的“中国－加拿大政府治理比较论坛”在天津市社会科学界联合会会议中心举行。会上，天津及华北地区的专家、学者和政府公务员以加拿大政府的治理经验为例，结合我国政治发展的特色，以中国政治发展和政府管理面临的重大历史机遇、制度建设如何更好地适应时代发展的严峻挑战、如何促进政治发展和政府创新、不断提高我国政府执政能力等为主题做了精彩的报告(照片见附件)。“Forum of China—Canada Governmental governance” was Held in Conference Centre of Tianjin Scocial Science Association from 1 to 3, June, 2007. The symposium was co-organized sponsored by Tianjin Scocial Science Association and the Secretariat of the ACSC with assistant of Journal of Theories and Modernization, Canadian Studies Centre, Nankai University, Canadian Studies Centre, Tianjin Normal University and Journal of Tianjin CPC Party School. The experts, scholars, and government officials attended the meeting. They thought Chinese political development and government administration are facing a great historical opportunity. Based on the experiences of Canadian governmental administration and combined with the characteristics of China’s politics, the participants made brilliant report on how to make the institutional construction meet the  grand challenge of times, how to promote political reform and government innovation to raise increasingly the executive capacity of governments in China (see the attached photos).  　=>5.  北方民族大学加拿大研究中心成立（Canadian Studies Centre of North University for Nationalities was Established） 由北方民族大学副校长赵杰发起，经学校批准，在北方民族大学成立加拿大研究中心。该中心直属学校，由赵杰担任主任。赵杰：北方民族大学副校长，教授，北京大学博士导师，从事语言学，民族学和中加民族比较研究。成员主要有：杜茜，副教授，从事农业生态和生物多样性保护研究。丁明俊，教授，从事回族学研究。杨林，副教授，从事英语翻译学研究。 赵杰副校长一行刚刚结束加拿大访问回国，他们在加拿大进行了中加民族比较研究很成功。杜茜副教授于今年5月28--6月30日参加加拿大研究政府专项奖项目，研究内容为加拿大生物多样性保护研究，和加拿大学术机构和研究人员进行了广泛接触和交流。北方民族大学加拿大研究中心近期主要开展关于中加民族比较研究和加拿大生物多样性保护研究。成员一致推荐赵杰担任该中心主任，并作为该中心的代表担任中国加研会理事。（杜茜供稿）Initiated by Vice-President Zhao Jie and approved by university authority, Canadian Studies Center of North University for Nationalities was recently established. The centre is directly under the university with Vice-President Zhao as its director. Prof. Zhao Jie, also a Ph. D. supervisor at Beijing University, has been engaged in research on linguistics, nationalities, comparative studies between ethnic groups in China and Canada. Major members of the centre include Du Qian, an associate professor specialized in agroecology and biodiversity conservation, Prof. Ding Mingjun engaged in research on the Hui nationality and Yang Lin, an associate professor specialized in English translation. Vice-President Zhao has recently returned from his visit to Canada where he and his colleagues conducted successfully a research on comparative studies between ethnic groups in China and Canada. Du Qian became a recipient of SACS this year and visited Canada from May 28 to June 30. Her topic was Canadian biodiversity conservation and during her visit she contacted and exchanged opinions with some Canadian academic institutes and researchers In the near future Canadian Studies Center of North University for Nationalities is going to carry out comparative studies between ethnic groups in China and Canada and Canadian biodiversity conversation.The center members recommend unanimously Prof. Zhao Jie as the director of the center and a member of ACSC council. (Translated by Secretariat of ACSC)  　=>6.  加拿大驻华大使馆文化处学术关系官员王荔女士推荐在英国创建的Access Canada网站 (Ms. Wang Li, Academic Relations Officer of Cultural Cultural and Public Affair Section, Canadian Embassy in Beijing Recommends Access Canada Website) 近日，加拿大驻华大使馆文化处学术关系官员王荔女士写信给中国加研会副秘书长付成双，推荐在英国创建的Access Canada网站，她的信件介绍了该网站的基本情况。负责中国加研会网站的付成双副秘书长从中摘录了一些网址，放在附件中。下面是王荔女士信的一部分。Ms. Wang Li, Academic Relations Officer of Cultural Cultural and Public Affair Section, Canadian Embassy in Beijing recently wrote to Fu Chengshuang to recommend Access Canada website. In her letter she introduces the website. Prof. Fu Chengshuang, Vice-Secretary General of the ACSC, who are in charge of the ACSC website has quoted from it some useful websites which are attached here. The following is a part of her letter.  Access Canada (www.canadian-studies.net/accesscanada),  a one-stop internet  gateway to information resources on Canada, providing free access to wide-ranging information and internet sites for students, researchers and anyone interested in Canada, was launched in the UK in September 2004.  Access to Canadian government information and sources at both federal and provincial levels is comprehensively reflected, together with information about Aboriginal peoples, archives, Canadian Studies, education, genealogy, film, history, industry, law, migration, newspapers, political parties, science & technology, students, tourism, women's studies and much more.     The project, which reflects the expertise and remarkable enthusiasm of a number of individuals, was developed by the Library & Resources Group of the British Association for Canadian Studies - a group of librarians and information managers throughout the United Kingdom who identify and advertise resources to support Canadian Studies.  It was developed as part of a Sustained Studies Program project supported by Foreign Affairs Canada and the Foundation for Canadian Studies in the UK, to consider and assess the past achievements and future prospects for the Canadian Studies Program in the UK.
