The Association for Canadian Studies in China ListServe =>1. 希望就加拿大外交与国际贸易部关于加拿大研究咨询结果的报告发表评论。(Request comments on the report on the result of the consultation process done within Department of Foreign Affairs and International Trade, Canada regarding Canadian Studies.) 国际加拿大研究会将加拿大外交与国际贸易部所做的加拿大研究项目咨询结果的报告发给中国加拿大研究会会长。现在,我们将其转发给各位会员,希望大家发表评论。报告显示,加拿大政府继续尊重学术自由,但同时也确定了一些通过加拿大研究各种项目而分配资源时重点考虑的领域。它们是:一、 和平与安全; 二、北美伙伴关系(包括重要的美加双边问题);三、经济发展与竞争;四、 民主、法治、人权;五、多样性管理;六、环境。报告指出,在开展加拿大研究项目中,有必要采取一种更加集中和方式,包括:一、 更广泛地在竞争的基础上开展项目;二、 除了学术价值外,还优先考虑与政府关注的问题和国家战略有关的项目;三、 更加关注青年人并把最佳和最聪明的青年人与加拿大结合在一起;四、 在有条件的地方将吸引学生赴加拿大接受教育与加拿大研究活动融合起来;五、 推动加拿大与外国机构在优先选择的领域里建立联系和合作研究;六、 更好地交流加拿大国内外取得的成就;七、 改善成果的评估。该报告还显示,为响应优先选择的问题,正在探索一些新的项目。例如:一、 主题大会资助项目:寻求各方的参与,包括政府代表、非政府组织,工商业部门、学者、学生和加拿大专家;二、研究生讨论,可以和地区会议同时组织;三、研究生研究奖学金项目:帮助正式高等教育机构的全日制研究生赴加拿大从事博士研究,其论文 的主题部分应与加拿大有关; 四 四、加拿大学术领导层项目:将顶尖加拿大学者和研究人员、以及/或政府、政界和媒体中的领导人赴世界各地就与外交政策目标有关的问题发表演说;五、 五、支持外国机构开发鼓励学生留学的项目,以扩展加拿大研究的范围;六、 六、建立一个基金用于与.国际教育活动有关的创新性战略项目。详情请见报告(英文本或法文本)。如果你能将对该报告的意见告诉会长或秘书处,我们将十分感谢。会长的电子信箱:guojide@sud.edu.dn; 秘书处电子信箱:weilisdu@sdu.edu.cn。The ICCS sent to Present of Association for Canadian Studies in China a brief report on the results of the consultation process done within Department of Foreign Affairs and International Trade, Canada regarding Canadian Studies. Now we relay it to members of the ACSC and hope to get comments. The report indicates that Canadian Government, while continuing to respect academic freedom, has identified some priorities that will be taken into account when allocating resources through the various components of the Canadian studies program. The priority issues are: 1) Peace and Security; 2)North America Partnership (including key Canada-US bilateral issues); 3) Economic Development and Competitiveness; 4) Democracy, rule of law, human rights; 5) Managing Diversity; and 6) Environment.The report points out that there is a need for a more focused and results-oriented approach in carrying out Canadian Studies programme, including: 1) Carry out the programme more widely on a competitive basis; 2) give preference to projects which relate to government priorities and country strategies in addition to academic merit; 3) increased focus on youth and connect the best and brightest to Canada; 4) integrate education marketing, where possible, to Canadian Studies activities; 5) promote institutional linkages and research collaboration on priority issues between Canadian and foreign institutions;6) better communicate program success in Canada as well as abroad;7) better measurement of results.The report suggests that some new programme components are being explored to respond to priority issues, such as:1) A 1)Thematic Conference Grant Program: seeking a diversified participation by stakeholders including government representatives, NGOs, business sector, academics, students and Canadian experts;2) 2) Graduate Student Debates, perhaps organized in parallel with regional conferences;3) 3) A Graduate Students Research Award Program: to help full-time graduate students at degree-granting institutions of higher education to undertake doctoral research in Canada, whose dissertations are related in substantial part to Canada;4) 4) Canadian Academic Leadership Program: to send top notch Canadian academics and researchers, and/or current or potential leaders in government, politics and the media to different regions of the world to speak on topics relevant to foreign policy objectives. 5) 5) Broadening the reach of Canadian Studies activities by supporting foreign institutions in developing programs that encourage student mobility 6) A fund for innovative strategic projects that relate to international education activities.For details please see the attached report in English or French. President’s Email: guojide@sdu.edu.cn; Secretariat’s Email: weilisdu@sdu.edu.cn . =>2. 中国加拿大研究会派遣两名博士赴香港参加“加拿大在亚太”博士生论坛。(The ACSC sent two doctoral candidates to Hong Kong to participate in a postgraduate seminar on Canada in the Asia-Pacific) 由澳大利亚和新西兰加拿大研究会发起,于4月3日在香港利景酒店的多功能会议厅召开了“Canada in the Asia-Pacific”博士研究生论坛。此次研讨会本次主题是“加拿大在亚太”,旨在对加强当前亚太地区研究生对加拿大的研究、鼓励学生研究合作,并推动对加拿大研究成果的出版。来自中国大陆、台湾、印度、韩国、日本、以色列以及澳大利亚的亚太7个国家和地区的加拿大研究会会长和二十多名博士研究生们参加了研讨会。北京外国语大学英语学院的博士生董宜坤和南开大学商学院的博士生孙中伟,分别在加拿大驻华大使馆和研讨会的资助下参加了此次研讨会。此外,中国大陆还有几所大学的博士生到会。会议分为“文学与和认同(identity)”、“移民”、“贸易”、政治与人口”、“多元文化主义”以及“科学与教育”六个讨论小组。与会者就加拿大与亚太地区各国在政治、经济、社会、文化等多方面主题进行了精彩的发言和热烈的讨论。孙中伟个人的感想见附件。Initiated by Canadian Studies Association of Australia and New Zealand (ACSANZ), a postgraduate seminar on Canada in the Asia-Pacific was held in the Charterhouse in Hong Kong on the 3rd April. The seminar’s theme is “Canada in the Asia Pacific”, aiming to highlight current postgraduate research in Asian-Pacific region on Canada, encourage collaboration amongst graduate students in the region and facilitate publication of research results by those graduate students on Canadian studies. The presidents Association for Canadian Studies and over twenty postgraduates from seven Asia-Pacific countries and regions participated in the seminar. They came from mainland China, Taiwan, India, South Korea, Japan and Israeli. Supported by the seminar and Canadian Embassy in Beijing, Sun Zhongwei, Dong Yikun, two Ph.D. students from Nankai University and Beijing Foreign Studies University respectively, made presentations. Some other universities in mainland China also sent their doctoral candidates to participate in the seminar. The seminar had six sessions, that is, “literature and identity”, “immigration”, “trade”, “politics and population”, “multiculturalism” and “science and education”. Participants exchanged their ideas and delivered wonderful presentations on various topics concerning political, social, economic and cultural issues, etc. See Sun Weizhong’s thought on the seminar in attachment. =>3. 不列颠哥伦比亚大学彭德一行访问中国社科院民族所,(Dr. Pitman Potter from University of British Columbia Visited IEA of CASS) 2007年4月23日,加拿大不列颠哥伦比亚大学亚洲研究所所长彭德(Pitman Potter)一行三人应邀到中国社会科学院民族学与人类学研究所访问,这是彭德所长第三次访问中国社科院民族所,先前的两次是在2005和2006年。陪同彭德所长来访的还有齐慕实(Timothy Cheek)教授和杨斯玲(Donna Yeung)女士。此行的主要目的是就合作举办“中加西部开发及其社会经济变化学术研讨会”,与中国社科院民族所商定方案。中国社科院民族所副所长黄行教授会见了客人,代表郝时远所长欢迎彭德一行来访,并就中国西部开发以来的社会经济变化和存在的问题与客人深入地交换了意见。黄行说,西部地区是我国少数民族的主要聚居地,因此研究西部开发就理所当然的成为我所学者研究的重点,近年来,我所学者在这方面取得了不少成果。黄行指出,中加两国都是多民族国家,关于西部开发的研究需要采用多学科的不同视角,加拿大历史上西部开发的经验和教训对中国目前工作具有某些借鉴价值。彭德一行对黄行副所长的会见表示感谢。彭德说,研究西部开发具有重要意义,亚洲研究所愿意与中国社科院民族所联合推进西部开发及其社会经济变化方面的研究,目前双方正在筹备的“西部开发及其社会经济变化学术研讨会”即为这方面研究的先期准备。经过协商,中加“西部开发及其社会经济变化”学术研讨会将于2007年9月底在北京举行,由中国社会科学院民族所和不列颠哥伦比亚大学联合主办,加拿大驻华大使馆协办。会议的主题是:“西部开发及其社会经济变化”。议题是:(1)加拿大历史上的西部开发及其对中国的借鉴。(2)中国西部开发战略实施后在移民和就业、生态环境、教育与反贫困、民族文化等方面的变化。张继焦研究员、杜发春副研究员参加了座谈。2008年国际人类学民族学世界大会筹委会副秘书长张继焦博士向客人简要介绍了世界大会的筹备情况,并提出拟请彭德教授在世界大会期间主持“亚洲论坛”的设想。第十六届国际人类学民族学联合会世界大会将于2008年7月15-23日在中国昆明召开,这是人类学民族学五年一次的人类学奥林匹克盛会,本届世界大会拟邀请国内外5000人参会。彭德教授和齐慕实教授均为北美著名的汉学家。彭德教授1985年和1986 年在华盛顿大学分别获法学博士和政治学博士学位。齐慕实教授获哈佛大学历史学博士学位。杨斯玲女士现为亚洲研究所的项目经理,其研究集中在公共卫生和基础设施服务等方面,拥有城市规划硕士学位。(杜发春供稿)照片见附件。On April 23rd of 2007, three prestigious Professors from University of British Columbia (UBC) have visited the Institute of Ethnology and Anthropology, Chinese Academic of Social Sciences (IEA of CASS). Dr. Pitman Potter, Director of Institute of Asian Studies, Dr. Timothy Cheek and Ms. Donna Yeung from UBC. This is the third time for Professor Potter to visit IEA of CASS. Professor Huang Xing, Vice Director of IEA of CASS, welcomed the delegation from UBC. Huang mentioned that IEA of CASS would like to strengthen the linkage with UBC and to explore for further collaboration. Dr. Zhang Jijiao and Du Fachun from IEA of CASS attended this meeting.The major goal of this visit is to reach an agreement jointly to hold the Canada-China Forum on Western Development and Socio-Economic Change, which will be held this September in Beijing China, co-organized by UBC and IEA of CASS, and supported by the Canadian Embassy in Beijing. During this forum, colleagues from UBC will share Canadian experiences of Western Development in Canada with Chinese Scholars. The total participants of this forum would be 40, of which 8-10 from UBC. Interested participants should focus on his/her paper on Canadian experiences of Western Development in Canadian history and its reference to China,and send the abstract to the organizing committee by July 15th, 2007.
